The British Embassy in Azerbaijan is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a fixed term for one year contract, full-time Projects Officer based in Baku.

Main Purpose of this Job is to:

  • CSSF

To manage the UK’s (Conflict, Security and Stability Fund) CSSF Eastern Partnership (EaP) Programme project portfolio in Azerbaijan, delivering against a regional strategy and to British Embassy Baku objectives for Azerbaijan.  The project manager will ensure best practice in project management, following CSSF guidance, and delivering exemplary value-for-money, a robust approach to risk including gender and conflict sensitivity across the portfolio. 

The jobholder will work as part of the EaP regional team, including, but not exclusively with the CSSF regional hub based in Tbilisi, sharing experience and lessons learned.  The jobholder will also collaborate closely with the wider Embassy team in Baku and, contributing expertise to the achievement of wider Embassy and UK objectives, ensuring that project work is supported by, and harnesses opportunities for, policy teams. 

  • International Programme

Manage the International Programme (IP) Fund. The Project manager will identify implementers to deliver towards the IP’s key objectives of public sector reform, rule of law, independent media, economic reform and judicial reform.

The job-holder will develop a network of contacts both within and outside of Azerbaijan to support delivery and communicate our impact to both internal and external audiences.  

Main Duties and Responsibilities:

  1. Project Management – 70%
  • Develop and manage a robust portfolio of projects that deliver against the UK Government’s regional strategy and post objectives;
  • Day-to-day project management that includes: developing project proposals, completing due diligence and safeguarding procedures with implementers, Monitoring and Evaluation of project implementation, reporting results and managing risk and financial compliance auditing; 
  • CSSF and IP work should be implemented in line with their respective guidance and the job-holder will demonstrate this through high quality Quarterly Reporting of project output and outcomes against expected country-level impacts and results management tools e.g. on value-for-money, conflict and gender sensitivity;
  • Be accountable for decision-making, financial and audit compliance and record-keeping. 

      2. Portfolio Development - 20%

  • Maintain and grow a network of contacts that can facilitate evidence and analysis to underpin programming decisions and support the sustainable delivery of projects in-country;
  • Be an active member of the regional team, contributing to regional programming and sharing best practice and lessons learned;

  • Support effective project management by leading on gender and conflict analysis that supports achievement of sustainable outcomes and by developing thematic expertise e.g. on peace-building;

  • Work with and support implementers to grow capacity and expertise to better deliver against CSSF and UK programming standards e.g. in risk management, gender and conflict sensitivity as well as delivering value-for-money across the portfolio;

  • Represent the Azerbaijan CSSF portfolio to senior leads in London and at external meetings in Baku.

      3. Communication - 5%

  • Communicate impact to audiences internally, in London and externally to increase visibility of the Programme, UK objectives. Consider public diplomacy events that can support delivery and enhance impact.

      4. Corporate Responsibility – 5%

  • To take on a corporate responsibility to add value to Embassy team culture.

  • Excellent command of English and Azerbaijani languages (verbal and written);
  • University degree in related subjects;
  • At least 3 years of experience of project management;

  • Budget management experience;

  • Candidate must show experience/evidence of contact building;
  • Attention to detail;
  • Proactivity and initiative for meeting people, challenge them, building a case and presenting it well;
  • Strong communication and administrative skills and experience of working in a team;
  • Solid Analytical skills;

  • Strong IT skills, in particular all main social media platforms, Microsoft Word, Outlook and Excel.


  • Experience of working in an international organisation or civil society;

  • Good verbal Russian skills.

This is a fixed term full-time position for one year of five working days, 35 hours net per week.

The salary is USD 2,087.44 gross per month and shall be paid in AZN monthly.

Staff recruited locally by the British Embassy in Azerbaijan is subject to Terms and Conditions of Service of the FCO according to local labour legislation.
