Main purpose of job

The main purpose of the role is to be responsible for the overall day to day running of the Post accounts including budget management and profiles, funding profiles, management and reconciliation of all bank accounts of the Eastern Caribbean Network (ECN).

Breakdown of Key Accountabilities & Responsibilities

Leadership and Management:

·       Ensure successful day-to-day operation of the High Commission’s various currency accounts

·       Financial leadership and guidance across Government to staff and management in five countries

·       Continuously identify new ways of finance working and deliver a more effective, efficient and professional operation, including regional banking platforms.

·       Development and maintenace of stakeholder relationships UK and Washginton finance leads

·       Line management responsibility for the Corporate Services Assistant (Finance)

Budgeting:

·       Responsible for the annual Financial Planning exercise and Oversease Accounting Return. Including review of expected savings and increase cost across post for the following Financial Year.

·       Collation of financial bids, preparation of salary and performance and pay estimates.

·       Monthly monitoring, forecasting and reporting for the Bridgetown budget (and cover of ECN Post local budgets) via Hyperion and Prism

·       Management of reporting processes including budget  amendments and forecasting ensuring sound financial management and escalating any abnormalities to the CSM, and Senior Budget Holders.

·       Quarterly meetings with budget holders across the post including One HMG Heads of Sections to ensure solid financial management and assist with accurate profiling. 

·       Ensuring that all queries and MI reports are responded to/ submitted in a timely manner.

·       Funding requirements – Ensuring correct funding levels for all posts withing the ECN via the Bridgetown and Castries bank accounts in year. Annual funding profiles including to cover partners and programme expenditure.

·       Review of Bank/NPA account balances ensuring no overdraft reflected on the General Ledger.

Finance:

·       Day-to-day management and responsibility for the Post account.  This includes subordinate posts and provision of accounting services to Partners, programmes and projects. Management of payments, reviewing and ensuring of all accounting reconciliations and Prism processes

·       Ensure compliance with correct accounting procedures and that appropriate key performance indicators are met.

·       Management of the CSA Finance including cashier duties, and cash management, production of MI, preparation of cheques and all other back -up accountant responsibilities.

·       Regional monthly payroll, including calculation of NIS & PAYE and all salary related contributions. Ensuring compliance with legal changes to employment comtributions in 5 countries.

·       Month end procedures – preparation of cash balance spreadsheet, authorisation of monthly checks and reports for submission to the Finance hub. Monthly meeting with the Finance Hub to ensure compliance and effective accounting.

·       Invoice Mailbox Management – liaising with various CSC departments answering all queries , including queries, Authorisation of Payment Batches, payroll, journals.

·       Preparation of management information reports regarding, budget variances and ad-hoc analysis for the CSM for the purpoase of the quarterly One HMG Leadership Committee

·       Oversight of ESD budgets including capital bids in conjunction with the Estates Manager

·       Responsibility for updates to the CSP Aide Memoir. Assisting CSC Bank Reconciliation. Monitoring Invoice aging reports, GRNI, and invoices on hold.

·       Oversight of the P2P process, to ensure regional Financial Performance Indicators remain in 'green' each month for accuracy, compliance and efficiency

·       Assisting the CSM with ad hoc tasks and projects 


Resources managed (staff and expenditure):

Line manager to one Corporate Services Assistant (Finance)

Forecasting & budget management of approx £2.2M

Expenditure: Group Procurement Card with maximum limit of  £5K

•        BSc Accounts/Finance or equivalent

•        Minimum of 3 years experience in a financial role

•        Excellent interpersonal & communication skills  

•        Ability to handle multiple tasks and projects at pace

•        Advanced IT skills including MS Office


Must have the legal status to live and work in Barbados.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.

•       The starting salary for this position is BD$91,971

•       A comprehensive mandatory pension plan is offered after successful completion of the probation period

•       Subject to plan provider approval, group medical coverage is offered after the first month of service

•       Core office hours are 7.45am-4pm, Monday -Thursday and 8am-1pm on Fridays

•       Annual leave entitlement is 16 days rising to 20 days after one year of service. A combination of up to 14 UK and local public holiday days are also observed
