Main Purpose of Job:

    Indonesia is an important bilateral partner for the UK, across many thematic areas as outlined by the UK-Indonesia Partnership Roadmap 2022-24. One of these areas is climate change and low-carbon development. 

    As the biggest economy in Southeast Asia, the world’s fifth largest emitter of greenhouse gases, and with the third largest tropical forests and incredible biodiversity, Indonesia is a vital partner for global climate change action and ambition. Achieving low carbon growth in Indonesia will be globally important in securing the UK’s COP26 Presidency legacy, delivering the Sustainable Development Goals, and realising the UK’s increasing activity in Southeast Asia under the Indo-Pacific tilt as well as the UK’s ambitions across the global economy and clean and green growth agenda. 

    This role will be at the heart of implementing a strategic climate programme in Indonesia, the UK Partnering for Accelerated Climate Transitions (UK-PACT) programme. UK-PACT provides strategic, bilateral technical assistance to countries around the world to accelerate their clean growth transitions and reduce carbon emissions in line with their Nationally Determined Contribution (NDC).  

    UK-PACT has been operating in Indonesia since early 2021. It is an important part of the UK’s offer of climate assistance to Indonesia, complementing a range of other bilateral UK Official Development Assistance (ODA) programmes within the British Embassy’s Low Carbon Development Group. UK-PACT is funded by the UK’s Foreign, Commonwealth and Development Office (FCDO), with in-country advisory and management support provided by the British Embassy working in partnership with programme delivery partners Palladium.

    Indonesia-UK PACT has several thematic sub-programmes including sustainable cities and transport (under the Future Cities partnership); energy efficiency (under the Mentari UK-Indonesia Low Carbon Energy Partnership) and carbon pricing. These sub-programmes are delivered through grant funding to implementing partners delivering multi-year (till March 2025) projects but also through more reactive short-term technical assistance projects via the UK PACT “skill-shares” offer.

    This role will be responsible for managing and amplifying impact of the carbon pricing and energy efficiency sub-programmes, both of which are at an exciting stage: implementing partners were appointed in 2022 and are currently concluding their initial design phase, with full implementation starting in early 2023. 

    This role sits within the Embassy’s broader Low Carbon Development Group (LCDG), which works to address climate change by supporting and influencing Indonesia’s ambition on all aspects of climate change and low carbon development through key partnerships. The role will complement and support the work of LCDG teams focusing on forestry and land use and sustainable commodities, renewable energy and low carbon cities, transport and infrastructure, carbon markets, and cross-sectoral initiatives. 

    The post holder will be expected to develop strong links with other colleagues working on global issues across the embassy, including working with the Department for International Trade, Second Cities Team, Climate Diplomacy Team, and on-going relevant regional programmes with the UK Mission to ASEAN and FCDO regional networks.

    What will the Jobholder be Expected to Achieve:

    Programme management of UK-PACT carbon pricing and energy efficiency projects (60%)

    • Oversee programme delivery to ensure effective implementation of work-plans and achievement of targets.
    • Ensure programme design continues to respond to UK strategic priorities, as defined by British Embassy Jakarta and the UK-PACT central team in FCDO London.
    • Build strong working relationships, allowing good information flows and effective coordination, with programme delivery stakeholders.
    • Work effectively with other relevant teams in British Embassy Jakarta, ensuring join-up and information-sharing.
    • Undertake robust management of project finance and risks.
    • Support Monitoring and Evaluation activities, and ensure Gender, Equity and Social Inclusion (GESI) is reflected in programme approach, activities and reporting.

    Strategy and scoping (20%)

    • Support the Low Carbon Development Group to scope and develop deeper climate collaboration with Indonesia, at national, provincial and local level, fostering relationships across the Government of Indonesia.
    • Proactively promote, identify and develop opportunities for short-term technical assistance projects through the UK PACT “skill-shares” offer, ensuring these align with the embassy’s wider climate strategy and programming.
    • Ensure coordination between UK climate programmes and initiatives supported by other development partners, identifying opportunities for cooperation where possible.

    Representation and stakeholder management (10%) 

    • Publicly represent the Embassy and UK Government as a credible interlocutor in climate related engagements.  
    • Proactively identify opportunities to communicate programme outcomes and to leverage activity to support wider UK government objectives.

    Corporate (10%)

    • Play an active part in the corporate life of the Embassy, including potential roles in committees and other groups, and through a role in Embassy crisis response teams.

    Resources managed (staff and expenditure):

    • Staff: None at present. 

    • Resources: Responsible for ensuring value for money, compliance and impact for a £5.4m UK PACT portfolio (2022-2025).

    We are looking for a proactive self-starter, able to work well and have a flexible approach to work whilst under pressure and excellent interpersonal and communications skills to build strong relations within the British Embassy and UK teams and with a wide range of stakeholders in Indonesia.  

    Candidates should demonstrate:

    • Deep understanding of, and interest in, climate, energy and environment issues and policies in Indonesia;
    • Project/Programme management experience;
    • Experience of working with development partners, such as Embassies, multilateral development banks, or non-governmental organisations;
    • Experience collaborating with governments, ideally the Government of Indonesia;
    • Strong interpersonal, communication and relationship skills;
    • Flexible and creative problem-solving skills;
    • Fluency in written and spoken English and Bahasa Indonesia;
    • Excellent communication skills (written and verbal) and ability to adjust to different audiences.
    • Team working skills.
