This is a great opportunity to deliver two key pillars of the China programme portfolio as part of £1.2bn cross-government Prosperity Fund (2019-2022). New and innovative, the Fund represents a step change in HMG’s approach to promoting economic development and prosperity overseas.

The £25m China Business Environment Programme aims to transform UK-China collaboration on the business environment, by providing a more predictable, transparent and fairer business environment for all businesses in China. This will impact on economic growth, poverty alleviation, gender and inclusion objectives, boosting private business performance and economic performance particularly in vulnerable sectors of China’s economy. The programme focuses on five policy areas, including 1) protecting intellectual property, 2) improving standards, 3) commercial dispute resolution, 4) investment environment, and 5) anti-money laundering. 

China Business Environment Programme is made up of three components, including a) the Standards component (£4m) delivered by the British Standards Institute, b) the Main Component (£14m) to be delivered by a commercial organisation and c) the Investment Environment Component (£3m) delivered by the World Bank. The objective of the Standards component is to promote the adoption, use and quality of development for international standards in China. The Main Component aims to promote business environment in China, covering all of the above policy areas except on standards. The Main Component will adopted a fund management model to disburse £6.5m opportunity fund to third-party organisations and experts, mainly through grants to not-for-profit organisations and to a lesser extent through commercial procurement. This role will   manage the Standards Component and focus on the fund management model within the Main Component.

The £2.5m Global Partners Programme aims to promote sustained engagement and values-driven dialogue between current and future leaders, with a clear focus on the PF’s development objectives, including supporting China to achieve its commitments to the SDGs. Global Partners has three main aims: 1) To increase understanding between cohorts of senior leaders on core issues relating to poverty alleviation and inclusive growth, specifically focused on the SDGs and China’s development path to achieving its global commitments. 2) To enhance China’s ability to fulfil its commitments on global public goods, including good governance, represented by the SDGs and other international commitments, through working closely with the UK to address shared challenges; 3) To act as an ‘amplifier and enabler’ for the overall China Prosperity Portfolio by building the networks which will support continuing dialogue and engagement, and the impact of the wider China Prosperity Fund.  Through this increased deep engagement, the UK will be better able to influence China in favour of the joint achievement of development outcomes, including successful collaborations on global health, green finance, disaster management and sustainable investment in third countries. 

Prosperity Fund programmes are supported by the Central Management team and relevant policy teams in the Embassy. The successful candidate will work in partnership with programme implementers and policy leads. You will be part of the Business Environment Programme and the Global Partners Programme teams managing and delivering the two programmes, spending approximately 50% of your time on each programme. The Business Environment programme team is currently composed of three full-time staff including the Head of Programme Delivery, Policy Adviser and Contract Manager.

Programme and contract/grant management (50%)


  • Lead engagement with programme implementers, provide guidance and support to the implementers to  successfully deliver the programme objectives within timescale and budget.
  • Monitor contractual / MoU obligations and ensure compliance.
  • Effectively manage programme finance and deliver value for money.
  • Work closely with Prosperity Fund China Central Management Team and London teams to ensure alignment with Prosperity Fund guidelines and best practices.

Monitoring, Reporting, Evaluation and Learning (20%)


  • Liaise with Prosperity Fund Portfolio-level Monitoring, Reporting, Evaluation and Learning (MREL) contractors to ensure implementers are aligned with Prosperity Fund guidelines and MREL requirements.
  • Provide regular programme reporting.
  • Disseminate programme outcomes, success stories and best practices through targeted communications and shared learning.
  • Provide wider support to the Heads of Programme responsible for Business Environment and Global Partners.

Stakeholder engagement and management (30%)


  • Develop and manage external and internal stakeholder relationships in support of the delivery of programmes, including with Chinese and UK government departments, businesses and research institutions.
  • Liaise with the relevant policy teams and wider China Prosperity Fund programme teams to ensure alignment with UK government objectives and synergies within the China programme portfolio.
  • Keep the stakeholders up to date and informed on development, needs and success of the programmes.
  • University graduate
  • Minimum of three years programme management experience
  • Experience working with external stakeholders in either government institutions or commercial sectors
  • Strong communications skills
  • Excellent financial management skills
  • IT skills including Microsoft Excel and Word
  • Demonstrable results in delivering impact for large-scale and complex policy reform programmes; or experience of engagement with senior government officials on high-level dialogues to achieve long term goals
  • Specialist knowledge in grant management or fund management
  • Policy knowledge in business environment field or standards
  • Experience working with multilateral organisations

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross starting salary (before all deductions) for this  position is CNY 27,596 / month for Chinese Nationals and an abated monthly salary of CNY 35,959 / month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.
