The   Support Officer will manage the RASLO Office working closely with: Accounts,   Corporate Services, BCD and Transport Section in the High Commission, and   also with Department for Transport (DfT) colleagues in London.

Given   the Counter Terrorism needs in the region and the HMG focus on aviation and   wider border security, the Support Officer will also manage a portfolio of   aviation security projects (that will include aviation security training,   staff mentoring and the provision of security equipment) and the Officer will   provide aviation security advice to key stakeholders in the region.

The   RASLO office focuses on Countries in East Africa, thus a key part of the work   involves diplomacy and liaison with the various Host State government   authorities on wide ranging aviation security issues. The office has frequent   contact with Post Aviation Security Officers in the relevant Embassies or   Consulates, and with UK registered airlines operating in the region. The position   supports the high priority work that the UK is doing on aviation security and   border management in the region.

Due to the nature of the role it is   necessary that any applicant be security cleared to SC status, or demonstrate   that they can obtain such clearance. Clearance is most easily obtained by UK   nationals with at least 3 years residence in the past 10 years in the UK,   USA, Australia, Canada or New Zealand. Nationals of the latter four countries   may also be able to get clearance. Candidates must have a traceable history   over the last five years

 

Roles and Responsibilities:

  • Providing effective office   support to the RASLO including: leading on all administrative procedures, travel/hotel   bookings, organising meetings/events;
  • Ensuring RASLO accounts (including   Imprest) are kept up to date and in line with FCO and DfT processes;
  • To plan, manage, implement and evaluate   RASLO aviation security projects on a timely basis in the Region;
  • Managing a Countering Terrorism   Programme budget of £100,000 in 2016/17 for aviation security in the region;
  • Initiating project proposals and taking   responsibility for their planning, financial management and delivery;
  • Monitoring, assessing,   evaluating and reporting on local aviaiton security standards and procedures   (particualrly following capacity building assistance);
  • Providing advice and briefing to key   stakeholders on aviation security matters in the region; and
  • Undertaking the duties of the RASLO when   on leave/official business.

  • Must be organised, politically astute and be able to identify, develop and manage key relationships to achieve UK Counter-Terrorism objectives in the region
  • Ability to think logically/laterally,managproject and be able to display sound judgement and common sense
  • Good communications and proven stakeholder skills
  • Fluent in Engilish language ( Excellent  written and oral)
  • Knowledge of   Aviation Security with ICAO as a baseline standard
  • Knowledge of   Standard Physical Security
  • Knowledge of FCO   Financial Processes
  • Knowledge of dealing   with contrated out parties/stakeholders
  • Swahili;   conversational would be highly desirable
