Main purpose of job:

The British Embassy in Luanda is seeking a highly motivated and analytically skilled individual to join our Political and Economic Team as a Senior Economic and Prosperity Policy Adviser. This role offers a unique opportunity to shape and strengthen the UK’s economic engagement with Angola and São Tomé and Príncipe (STP), working closely with the Department for Business and Trade (DBT) and other UK government partners.

The successful candidate will report to the Head of the Political and Economic Team and collaborate closely with the DBT team to identify commercial opportunities, support UK businesses, and deepen bilateral economic cooperation.

Roles and responsibilities

Commercial Economic Reporting and Business Support (25%)

  • Lead on the production of commercial economic analysis that identifies sector-specific opportunities and challenges for UK businesses operating or seeking to invest in Angola and STP.
  • Work closely with the DBT team to provide insights that inform trade promotion strategies and market entry support.
  • Support the work of UK Export Finance (UKEF) by identifying potential projects and partners, and facilitating engagement with relevant stakeholders in Angola.

Economic Policy Analysis and Reporting (25%)

  • Monitor and analyse macroeconomic trends, fiscal and monetary policy, regulatory developments, and structural reforms in Angola and STP.
  • Produce timely, well-researched economic briefings and reports for UK government stakeholders, including HM Treasury, DBT, and the Foreign, Commonwealth & Development Office (FCDO).
  • Provide economic context and advice to support UK policy formulation and diplomatic engagement.

Bilateral Economic Cooperation (25%)

  • Identify and develop areas of mutual economic interest between the UK and Angola, including in sectors such as energy, infrastructure, agriculture, and financial services.
  • Support the design and delivery of initiatives that promote sustainable economic development and inclusive growth.
  • Facilitate dialogue and cooperation between UK and Angolan institutions, including through high-level visits, roundtables, and technical exchanges.

Stakeholder Engagement and Influence (15%)

  • Build and maintain a strong network of contacts across government ministries, central banks, private sector actors, financial institutions, and civil society organisations.
  • Use these networks to gather insights, promote UK economic interests, and support the delivery of Embassy objectives.
  • Represent the Embassy at economic forums, business events, and policy discussions.

Team Leadership and Line Management (10%)

  • Provide effective line management to one team member, including setting objectives, offering regular feedback, and supporting professional development.
  • Ensure the team member’s work aligns with the Embassy’s strategic priorities and contributes to broader mission goals.
  • Foster a collaborative and inclusive team environment

The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any other response to a crisis affecting UK citizens. The job description may be reviewed to meet changes in business needs.

  • University Degree/equivalent work experience
  • Previous relevant experience in a policy role and knowledge or experience of working on economic policy.
  • Strong political economy awareness and ability to spot opportunities to influence and build partnerships
  • Exceptional planning, organisational skills and keen attention to detail. Ability to prioritise own workload and meet deadlines without compromising the quality of the work.
  • Excellent drafting skills and use of spoken and written English. Able to express ideas and messages clearly and concisely.
  • Excellent interpersonal and communication skills, with proven ability to engage and influence at all levels internally and with external contacts and collaborate effectively across teams.
  • Experience of building a wide network of government, private sector, international community and civil society stakeholders and using relationships to deliver objectives
  • Flexible, resilient under pressure, and decisive, with a proven track record of delivering results regularly within tight deadlines.
  • A willingness to continually learn and improve and a commitment to contributing to a positive working environment grounded in inclusion, respect, kindness and collaboration.
  • Language required Portuguese and English
  • Experience of working in an international organisation (in Angola or abroad)
  • Strong IT skills and proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint, Teams).
