CSSF (Conflict, Stability and Security Fund)

This is an exciting and challenging role which offers the opportunity to shape the British Government’s efforts to deliver security and stability, including through the Conflict, Stability and Security Fund (CSSF), in Burma.  This is a cross-departmental role, funded by the CSSF until at least March 2020, whose primary role is to support the delivery of HMG’s CSSF-funded work on security, peace and/or Rakhine.  We are looking for a candidate who can help to lead programme work on either peace or Rakhine.  We will decide which based upon the skills and experience of the successful candidate.


ROLES AND RESPONSIBILITIES 


Analyse and strategise policy development on security, peace and/or Rakhine.


Work with the cross-HMG Team in Burma and London to provide technical and Burma-specific advice to ensure the delivery of the CSSF programme and projects, especially:

  • Contribute to and promote the effective use of political/conflict analysis to underpin the CSSF strategy and inform HMG activity on security, peace and/or Rakhine. 
  • Under the leadership of the relevant HMG departments (who will remain as the relevant primary focal points of contact with the Myanmar Government), facilitate the development of HMG policy on aspects of the security sector
  • Ensure coordination and coherence with other HMG activities and programme funds including DFID, MOD and FCO, with a particular reference to the Peace Process or Rakhine;
  • Develop a strong awareness of the activity of other donors and multilaterals in order to assess comparative strategic advantage, opportunities for joint working and increased burden share, to inform UK spending decisions, and to promote coordination and coherence of international effort.

Use expertise in security sector, Peace Process and/or Rakhine to help guide wider British Government policy, working closely with colleagues in Political Team.


Make a corporate contribution to the Embassy, such as by supporting activities to maintain staff morale.

  • Excellent political and diplomatic instinct
  • Ability to engage with the political and security dynamics in Myanmar
  • Excellent interpersonal and communication skills with strong customer focus
  • Personal drive and the ability to be a self-starter as well as a team player
  • Strong English language skills, both written and spoken
  • Experience of programme and project management
  • Strong Myanmar language skills
  • Experience of working in an international/multi-cultural organisation
  • Experience working with peace and security sector actors in Burma and the wider region
  • In-depth knowledge of the Myanmar Peace Process or Rakhine
