Main purpose of job:

To develop a clear narrative of achievement for the Eastern Africa Conflict, Stability and Security Fund (CSSF) programme.  Working closely with the programme teams and LSB chairs, to extract key successes and turn them into material which will work for different audiences in country, within HMG and for the UK media. The role will require travel between posts in Eastern Africa for face to face meetings with teams.

Roles and responsibilities:

Key tasks:

  • Working closely with programme teams and our external Monitoring and Evaluation consultants, drawing out key facts and information from programme results that could be used to show impact either of CSSF programme money,  HMG ODA spend or UK policy influence.
  • Turn this information into a useable format, allowing HoMs, senior officials and ministers to use it in speeches and media events.
  • Working closely with press officers in the region and press teams at post, decide which stories can be proactively publicised and in what format.  (Leaving press teams to do the interaction with the media.)
  • Set up a durable, low-effort system to ensure this compilation of information in a useable format continues at the end of the TD contract

  • Develop a business case to explain why a more substantive role is necessary.

Background:

In Eastern Africa, we have five NSC strategies (Africa Peace and Security, East Africa, Great Lakes, Somalia and Sudans), supported by five CSSF programmes.  Overall annual spend is around £61m in the region. They all need to be able to demonstrate – both internally and externally (to the media and parliament) that CSSF money spent in Africa is having an impact in areas that directly affect UK security, in a compliant and value for money way.   

  • Communication experience within government or a multilateral agency or on conflict and development issues is crucial
  • Excellent interpersonal skills
  • Proven ability to work autonomously to deliver a wide range of responsibilities whilst remaining engaged with a wider team of colleagues across HMG
  • Have energy, drive and a willingness to work under time pressure

  • Project-based, autonomous job.  Although meetings with the teams will be a vital part of the work, the work schedule could be made to fit round other non-work responsibilities.
