This role is part of the Intellectual Property Office (IPO) team in China, which consists of four people headed by the UK’s Intellectual Property Attaché to China. The team has the following objectives:

1.     Support China’s intellectual property (IP) reforms by operating bilateral policy cooperation with Chinese IP agencies, government departments, courts and law enforcement; and

2.     Improve business IP outcomes by providing general information and tailored support to individual companies in the UK and China.

The UK Intellectual Property Office (IPO) is an executive agency of the Department for Business, Energy and Industrial Strategy (BEIS). The IPO is responsible for policy across all areas of IP, educating businesses and consumers about IP rights and responsibilities, supporting IP enforcement, and granting UK patents, trade marks and design rights. Led by a Chief Executive based in the UK, we are now a team of over 1,000, with offices in Newport and London and small overseas teams. In China, we have a team of four, primarily focusing on influencing Chinese IP policy and supporting UK businesses with IP issues.

Based in the British Embassy Beijing, the jobholder will lead the policy objectives of the IP team, maintaining day-to-day relationships with Chinese government departments and ensuring alignment of UK-China bilateral policy programmes with strategic objectives.

  • Lead strategic policy engagement programmes on IP in China [40%], including overseeing day-to-day liaison with Chinese government departments and agencies working on IP, maintenance of a strong network of non-government policy influencers, and design and delivery of small projects in support of policy objectives.
  • Policy research and reporting [40%], analyse policy development related to China’s IP landscape, produce reports and provide policy insights, maintain relationships with key UK-based customers in government and industry associations.
  • Bilateral IP visit programmes [20%], including strategic design of visit programmes and management of internal and external resources in delivering high-quality and high-impact bilateral visits.

Line management of Intellectual Property Officer (B3L). Access to IP Attaché project funding (circa £40k per year).

  • IP and/or legal background (professional and/or academic)
  • Experience working on bilateral programmes with Chinese government departments
  • Proven ability to work independently, under pressure and to deadlines
  • Strong written and spoken communication skills in English and Chinese (native level in mandarin Chinese)
  • Line management experience
  • Knowledge of IP system in the UK
  • Good budget management skills

This is a fixed-term role until 21 October 2022.

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross starting salary (before all deductions) for this  position is CNY 27,596 / month for Chinese Nationals and an abated monthly salary of CNY 35,959 / month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.
