Security

Main purpose of job:

Regional Security management of the British High Commission’s estate across the Eastern Caribbean Network (Bridgetown, Castries, Kingstown, St George’s and St John’s) to ensure the safety of staff, UKB family members, and visitors to the BHC under the guidance of the Corporate Services Manager. Providing a quality service and performance by applying sound practices and procedures while making effective decisions to deliver results. Management and planning of Bridgetown logistics including transport. Dynamic interaction with key regional stakeholders to maintain optimal security within a rapidly changing environment. Providing on call assistance 24 hours / 7 days per week and driving services as needed.

Roles and responsibilities

NETWORK GUARDING

  • Daily management of the Guard force, ensuring service delivery against Key Performance Indicators, ensuring guard awareness and response to emergency procedures including fire and terrorist drills, real or otherwise. Ensuring the function of Guard force technical equipment
  • Liaison with regional Guard force management regarding guard appointments, security clearance, training, overtime requirements and management of security payments.
  • Security management at large events at the Bridgetown Residence, including (but not limited to) preparation of risk assessments, weapon policy, car parking arrangements, event emergency plans and guard briefing sheets.

NETWORK OPERATIONAL SECURITY

  • Security advice, management and investigation of operational incidents, communication of security updates.
  • Regular risk assessments, proactively suggesting improvements, provision of costed proposals and implementation of agreed changes. 
  • Frequent liaison with the Post Security Officer (PSO), Head of Mission and Regional Overseas Security Manager (ROSM), advising the PSO and ROSM of security breaches and occurrences, concerns and requirements including repair of security equipment, CCTV, gates, blockers and perimeter fencing etc.
  • Updating Post Security Regulations, recommending travel advice changes to the PSO as required.
  • Conducting and documenting residential security surveys in liaison with the Estates Manager
  • Security briefings for official visitors, temporary duty staff, new joiners and arriving families. Assisting with training delivery to contractors.
  • Implementing Security Advisor recommendations, independent research, providing reports on security related subjects as required, analysis of current crime figures and trends in liaison with the PSO and ROSM
  • Develop collaborative security knowledge via networks with other mission’s security staff, the Barbados Police and Defence Force, diplomatic and private security firms.
  • Fire Safety Manager, conduct and record weekly Fire Safety audit checks, risk assessments, maintain the Mission Fire Safety Manual according to FCDO requirements.
  • Develop and maintain an earthquake plan for the British High Commission and associated annual training exercise.

NETWORK EQUIPMENT

  • Manage the BHC’s regional communication security equipment including, Digital radios, mass media SMS and satellite inventory including testing. 
  • Manage the BHC Bridgetown’s crisis equipment and maintain the inventory ensuring its readiness to respond to any identified crisis
  • Maintenance of Bridgetown access control system and database including the issue staff entry passes,
  • Supervise Post security systems at the office, Official Residence and across the estate including a fortnightly check of all security related alarms.
  • Monthly checks of the Bridgetown fire alarm system and annual evacuation drills at the High Commissioners residence in consultation with the HC and spouse. 

LOGISTICS – BRIDGETOWN

  • Management of the official driver performance including daily briefing, appraisal, uniform purchase, monthly overtime submissions, Mileage rates (OMMA), expense claims, purchase of vehicle supplies. Annual eye tests, driving services during absence and busy periods.
  • Official fleet management of 4 vehicles including management and annual review of the Transport Policy, insurance, road tax, road worthiness, servicing and repairs, sale and replacement, inspections and customs clearance.
  • Management of fuel accounts, receipts and log books for official fleet,  monthly checking of fuel usage against journey logs.
  • Management of the transport request system ensuring effective allocation of bookings. VIP visit transport plans and liaison with stakeholders making and communicating adjustments as required and liaison with Police Outriders/escorts.
  • Driving the pooled official vehicle to transport of Queens Messengers, diplomatic shipments, and Consular staff on prison visits. Liaison with airport security for tarmac and airside access to facilitate Diplomatic bag collections and departures.
  • Coordination of rental vehicles and buses as required.
  • Diplomatic bag services including liaison with couriers and UK mail services including airport runs.
  • Coordination of UK naval and air force visits including liaison with the MFA, airport, customs and Bridgetown ports.

Resources managed (staff and expenditure):

  • Line Management of the Official Driver.
  • Management of guard force and contract driver.
  • Fleet – 4 vehicles (approximately BD$ 500,000).

Essential on arrival:  

  • 5 years previous law enforcement, military, or naval experience.
  • Intelligence, investigation and report writing experience.
  • Proven experience of managing and developing staff.
  • Proven experience of managing and delivering multiple tasks and projects at pace.
  • Advanced IT skills including MS Word and Excel.
  • Clean and current driving licence.

Language requirements:

Language: English

Level of language required:  An excellent command of the English language is essential.


Desirable:

  • Heavy goods licence.
  • Health and Safety Certification.

This role is open to suitably qualified applicants that possess the right to live and work in Barbados.  It involves close collaboration with all internal departments and excellent interpersonal skills, self-discipline, problem solving, sound judgement and resilience are essential. The incumbent must be comfortable at conversing at all levels with internal and external stakeholders, demonstrating initiative, strong interpersonal and management skills and the ability to influence change.  Driving of a pooled official vehicle will be required. Advanced communication, negotiation and decision making skills are key to delivery. Appointment is subject to successful Local and UK internal security checks and a clean Barbados Police Certificate of Character must be presented at interview.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount. 

  • The period of probation for this role in 6 months, though the British High Commission reserves the right to extend this in order to fairly assess performance
  •  A full induction and coaching will be arranged for the successful applicant.
  • The starting salary for this position is BD$ 73,731
  • A comprehensive mandatory pension plan is offered after successful completion of the probation period. Subject to plan provider approval, group medical coverage is offered after the first month of service
  • Core office hours are 7.45am-4pm, Monday -Thursday and 8am-1pm on Fridays
  • Annual leave entitlement is 16 days rising to 20 days after one year of service. A combination of up to 14 UK and local public holiday days are also observed

Working patterns:
