Main purpose of job:

To lead compliant, efficient and auditable procurement function at the British Deputy High Commission (BDHC), Karachi.  The jobholder will be responsible for ensuing compliance with UK Government procurement policy and processes and for meeting all internal reporting and financial standards/policies.

The BDHC purchases a range of services and products, with a large estates and maintenance portfolio, so the jobholder will need to work with subject matter experts to ensure appropriate health and safety, environmental and wider ethical standards are adhered to. The jobholder will need to drive improvements and transformation in end-to-end procurement delivery and prioritise the delivery of value for money for the BDHC.

In addition, with a primary focus on ensuring all procurement practices are managed as per the UK procurement standard along with managing store operations and inventory management. This role involves overseeing the store management processes, maintaining accurate stock records, ensuring the timely availability of materials and goods, and assisting with procurement duties.

Roles and responsibilities that a jobholder will be expected to achieve:

Procurement responsibilities (Approximately 70% of Role)

Procurement under £25k

  • Oversee and deliver all procurements between £3k to £25k, with a large procurement portfolio including facilities, maintenance, furniture, transport and building supplies.
  • Provide advice and guidance to the Post on use of Government Procurement Cards (GPCs) and best practice in relation to achieving and evidencing value for money.
  • Ensure a centralised list of procurement activity is kept up to date.
  • Manage relationships with key stakeholders and customers, ensuring stakeholders have visibility of procurement stages and progress.
  • Oversee all procurement related risks, ensuring risks are actively considered in all Post procurements with clear risk mitigation in place.
  • Provide comprehensive updates on all procurement activity to the Corporate Services Leadership.
  • Ensure tender exercises are undertaken in a timely and professional manner in compliance with UK Government procurement policy and Pakistan Law.
  • Responsible for writing procurement reports including tender reports, due diligence reports, and providing outcome of tenders to bidders. This should also include assurance of reports written within the procurement team, with checks undertaken to ensure procurement processes are being followed.
  • Assist in moderation of tenders at the evaluation stage.

Relationship with Procurement Hub and Procurement Manager, Islamabad (for contracts above £25k) 

  • Work with the Procurement Hub and Procurement Manager, Islamabad to ensure the Post has full and accurate visibility on all planned procurement above £25k and act as the point of contract to co-ordinate requirements for procurement above £25k.
  • Support knowledge exchange with the Hub to ensure accurate specifications are developed and intelligence on supplier markets is shared.

Supplier relationship management and due diligence

  • Manage supplier relationships throughout the procurement process, protecting the FCDO and Post interest.
  • Undertake market research in key sectors and support with the identification and verification of external suppliers. Ensure appropriate due diligence checks are undertaken to ensure suppliers meet Post standards.

Contract Management, Compliance and Awareness 

  • Support with the maintenance of Network wide contract register, ensuring contracts are accessible, with end-dates monitored closely to ensure alignment of procurement activity without gaps in services.
  • Assign contract managers to all contracts, ensuring they have completed training.
  • Support where appropriate with the improvement in contract management practice at Post.
  • Identify compliance issues that require action and drive improvements.
  • Disseminate procurement best practice, including written policies and procedures related to procurement compliance.
  • Provide basic training to staff to drive understanding and awareness of key processes and policies.

Store Management Responsibilities (Approximately 30% of Role)

  • Oversee the receipt, storage, and issue of stock items, ensuring all items are logged and stored in an organized manner
  • Maintain accurate inventory records, documenting all stock movements, receipts, and issues

  • Maintain a clean, organized, and safe storeroom, in compliance with Health, Safety, and Environmental (HSE) regulations
  • Coordinate with the Estate and Operations team to deliver materials as needed for ongoing projects or operational requirements. Assist in the management of stock levels to ensure availability of supplies for ongoing work.

The above list is not exhaustive, and the jobholder will be required to be flexible and take on any other duties as required by the Corporate Services Manager. The jobholder may also take on other ad hoc tasks as and when required, including participating in the Post’s response to a crisis.

Essential on arrival:

  • Bachelor's degree in relevant field and/or CIPS Level 4 or equivalent procurement qualification.
  • At least two years of experience working in a procurement role in a structured organisation.
  • At least one year experience in stores management
  • Excellent organisational skills, records management and high attention to detail. 
  • IT literate and well versed in Microsoft Office applications (Outlook, Word, Excel, PowerPoint, Teams).

Language Requirements:

  • Language: English 
  • Level of language required: Proficient in both written and spoken 

Desirable:   

  • Previous experience working within public sector procurement.
  • Knowledge of Pakistan-based supplier markets (particularly maintenance, building, transport and events) and local ways of working.
  • Advanced MS Excel Skills

For other than BHC candidates the basic salary will be PKR 143,702 per month. This salary is non-negotiable.

Please note that the current salaries are being dollarized and processed in USD (using a fixed corporate exchange rate from November 2022) to provide cushion against the current external market conditions. This is a temporary measure and is subject to review at regular intervals. The payroll will revert to local currency processing once the external market conditions are normalised.

BHC offers a great benefits package that comprises of Annual Domiciliary cover and Medical Insurance Scheme which includes PKR 1,500,000 floater coverage per family for self, one spouse/long term partner and children under the age of 19 or under 23, if in full-time education and not gainfully employed. The Annual Domiciliary cover for day-to-day medical payments is upto PKR 200,000 per family (basis actual bills submission).

 Additionally, The British High Commission contributes to a retirement provision in the form of a mandatory provident fund.
