Main purpose of job

The cross-government Prosperity Fund (PF) was established under the 2015 Strategic Defence and Security Review (SDSR) with the primary aim of supporting growth in recipient countries and thereby reducing poverty. As such, it represents a key component of the prosperity pillar of the UK Aid Strategy. But the Fund uniquely focuses on promoting growth in ODA-eligible middle income countries, which are home to around 60% of the world’s poor and where the development challenges remain significant, but at the same time are important business partners and drivers of prosperity. By delivering high impact, strategic multi-year programmes, across high opportunity countries, regions and sectors, the Fund will help create opportunities for international business, including UK companies. As the UK leaves the EU, an even more outward-looking global Britain investing and trading with the fastest growing markets will become increasingly important.  Around 25 multi-year programmes have so far been endorsed by the Ministerial Board. These cover trade, anti-corruption, infrastructure, business environment, health, future cities, education, financial services, energy and outward investment. This is a great opportunity to deliver a key component of the £1.2bn cross-government Prosperity Fund. New and innovative, the Fund represents a step change in HMG’s approach to promoting economic development and prosperity overseas. 

In Indonesia, the British Embassy Jakarta manage the recently launched programme Mentari: A UK-Indonesia Low Carbon Energy Partnership, which aims to accelerate the development of Indonesia’s low carbon energy sector and improve access to energy to deliver poverty reduction, economic development and gender equality to best support poor communities, with a focus on eastern Indonesia. It aims to deliver the following outcomes:

  • Improved policies for renewable energy: a supportive policy and regulatory environment that will accelerate development of the RE sector across Indonesia, through technical assistance.
  • Increased investment in renewable energy: by bridging the gap between funding, technology and viable programmes through brokerage, and technical assistance to improve quality and feasibility of projects.
  • Greater innovation in renewable energy: through partnerships and collaboration between business, government, academia and communities, driving innovation and the adoption of new technologies and business models.
  • Improved access to renewable energy: clean, affordable, reliable energy options in eastern Indonesia and increased productive use of energy, supporting poverty reduction, economic development and gender equality.

The programme is a partnership between the British Embassy, programme delivery partners led by Palladium International, and the Government of Indonesia. The job holder will be part of the Embassy’s Sustainable Development team, which manages Mentari and supports programme delivery and engagement with the Indonesian government and other stakeholders. The team is currently comprised of a team Head and lead Contract Manager, Deputy Head, Energy Advisor, Communications advisor and Secondary Benefits Advisor. 

The British Embassy Jakarta is looking for a suitably qualified and professional Programme Officer. The incumbent will: 1) Support the Sustainable Development team in the management, implementation and monitoring of the multi-year Mentari programme ; 2) Act as secretariat for the Embassy’s Programme Management Board, which monitors all programmes and projects the embassy delivers; and 3) Provide administrative support to the Team Leader and wider team.

Roles and responsibilities:

Mentari Programme Support

  • Financial management of the programme and projects - raising requisitions, processing invoices and checking financial reports.
  • Supporting programme and contract management of Mentari delivery partners and progress reporting within the Embassy and wider HMG.
  • Ensuring timely delivery of reporting documents by delivery partner, including meeting quarterly, annual and ad hoc reporting deadlines.
  • General delivery support to Mentari strand leads to further the programme’s policy, brokerage and other objectives.

Programme Management Board Secretariat

  • Preparing and circulating Programme Board Meeting papers.
  • Maintaining and updating the Embassy’s Programme Monitoring Dashboard.
  • Collaborating with Embassy policy leads to update project data.

General Programme Team Support

  • Conducting ad-hoc research on various issues, especially renewable energy and climate change.
  • Organising activities, visits and meetings related to programme project delivery and monitoring; participating in events as required, representing the Embassy externally.
  • Managing the Programme Team database and document inventory.

Resources managed (staff and expenditure):

Staff: none

Resources: up to £13.5 million bilateral programme, managed by the British Embassy Jakarta. The job holder will play an important role in supporting programme and contract management and ensuring accurate reporting to the FCO in the UK.


Learning and development opportunities (and any specific training courses to be completed):

The Embassy has an active Learning & Development Committee which works hard to provide a comprehensive L&D offer. There are a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning sets. Staff have access to a wide variety of online resources through the Diplomatic Academy and Civil Service Learning. Staff are strongly encouraged to take advantage of all the available opportunities. 

The job-holder will be required to take some specific training courses related to their role. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management. 

The job-holder will gain:

1.     Experience of working in a diplomatic mission;

2.     Understanding of how UK international development assistance is managed and implemented; 

3.     Understanding of Prosperity Fund objectives and effective programme management; and

4.     Application of gender priorities to renewable energy projects.


Working patterns: 39.5 working hours a week from 7:30 am to 4:00 pm Monday to Thursday and 7:30 am to 1:00 pm on Fridays.

The jobholder will be required to travel regularly within Indonesia and occasionally overseas.


  • Language:  Fluent written and spoken Indonesian and English, equivalent to IELTS language assessment score of 6.5 or above.
  • At least a University degree in a relevant subject, such as Business Administration, Project Management, or any Social Science field.
  • Experience or understanding of renewable energy policy and low carbon development issues
  • Experience of donor supported development activities (either as donor or implementer/partner)
  • Experience in programme management and progress and risk reporting
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent administration, organisational and IT skills.
  • Attention to detail and ability to work confidently with financial data.
  • Excellent communication and influencing skills,
  • Fluent in written and spoken English and Indonesian.
  • Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales.  
  • Good interpersonal skills. Ability to work with people of different levels and backgrounds.
  • Proficient in MS Office applications (Words, Excel, PowerPoint, Teams and Outlook etc.)
  • Willingness to travel.
  • An interest in, and ambition to, develop broader expertise in low carbon energy and climate change issues.
