The British Embassy in Uzbekistan is part of the worldwide UK diplomatic network working on behalf of British political, economic and consular interests overseas, and is now looking to recruit a Development Programme and Policy Manager

The successful candidate will be joining the local programmes team and the  small regional development team across Tajikistan, Kyrgyzstan and Uzbekistan working to deliver high quality governance and economic development programmes in Central Asia.

Main Duties and Responsibilities:

Programme Management:

The successful candidate will lead project management for the new Governance for Economic Development programme in Uzbekistan, and ensure systems and processes are in place to ensure effective decisions are made. 

  • Support the management of FCDO Central Asia’s new Effective Governance for Economic Development programme in Uzbekistan, and other potential new programmes in country;
  • Provide programme management support to the new FCDO UNDP climate policy programme and support to other climate policy and programme efforts in Uzbekistan;
  • Help develop and update the key programme tools, (risk register, logical framework and delivery plan), and use these management tools to inform the day to day management of the programmes for FCDO’s new programmes in Uzbekistan;
  • To ensure learning and recommendations from monitoring and evaluation, and annual reviews are used to improve the performance of the programme, and that value for money is considered.

Development partnerships and policy in Uzbekistan:

  • Act as the Embassy’s economic development liaison officer in Uzbekistan;
  • Establish and foster strong partnerships and relationships with relevant government, civil society and business partners in Uzbekistan, in particular related to governance, economic development and climate policy issues (including policy dialogue, and other platforms);
  • Establish and foster strong partnerships with other development partners in Uzbekistan, including bilateral and multilateral. This could also include the launch/active co-lead of periodic meetings of sector working groups of the donor community;
  • Support the FCDO Central Asia development team in their thinking on Uzbekistan / regional policy and strategy issues;
  • Liaise with and support centrally managed FCDO ODA programmes implemented in Uzbekistan, including regional programmes and multilateral activities. This will include support to Annual Reviews, policy engagement and monitoring of partners;
  • Work with the British Embassy Tashkent Press and Public Relations Officer, to increase awareness of FCDO programmes amongst the public and private sector. Work with other Comms Officers across the regional on regional communications of our development work;
  • Liaise with the CSSF Central Asia Hub, other HMG government partners, to ensure alignment and programme delivery is consistent with UK objectives for Central Asia;
  • Support scoping of business environment, investment climate and wider economic development issues, to improve/expand FCDO Central Asia understanding of the state of private sector development in Uzbekistan.

Corporate support

  • Support the British Embassy Tashkent and FCDO Central Asia Development Team with corporate and other requests, including related to development / ODA issues in Uzbekistan; provide briefings on development issues in Uzbekistan for key stakeholders, as required. Liaise with FCDO Central Asia Governance Advisers, Private Sector Development Adviser and Economic Adviser, as appropriate;
  • Support incoming Uzbekistan visits from the FCDO Central Asia development team.
  • Proficient in English, Russian and Uzbek (both written and spoken, minimum of C1 level according to the CEFR framework* / IELTS level 6.5 or above);
  • University/Bachelor's degree;
  • A minimum of 4 years of relevant work experience, including evidence of programme and project management, financial management, and engaging with stakeholders in the government or contractors in the private sector;
  • At least 4 years of programme management experience in the private sector, government or NGO sector;
  • Good communication and interpersonal skills, ability to adapt style to different situations;
  • Knowledge of financial procedures and budgeting mechanisms;
  • Willingness and desire for continual learning and development;
  • Strong analytical and judgement skills;
  • Ability and willingness to work effectively and flexibly;
  • A self-starter that can work well both individually and in a team;
  • Excellent organisational skills;
  • IT skills, including use of MS Word, Excel, PowerPoint and Outlook.
  • Experience working on Governance Reform, Economic Development programmes and/or Climate programmes;
  • Working in an international environment or organisation.
