The British Embassy Kyiv is part of a world-wide network representing British political, economic and consular interests overseas and is now looking to recruit a Ukraine Infrastructure Policy Advisor to join the Department for Business and Trade (DBT) team. DBT is an international economic department securing UK and global prosperity by promoting and financing international trade and investment and championing free trade. We are responsible for: bringing together policy, promotion and financial expertise to break down barriers to trade and investment, and help businesses succeed; delivering a new trade policy framework for the UK as we leave the EU; promoting British trade and investment across the world; and building the global appetite for British goods and services.

This post is our new Ukraine Infrastructure Policy advisor supporting Ukraine in rebuilding itself physically and economically is a priority for the UK government. DBT will play an important role in contributing to Ukraine’s recovery - by identifying and working with UK companies who can help meet Ukraine’s needs. It is an incredibly interesting and crucial time to be working on Ukraine. This will be a busy and rewarding role, working closely with the Ukrainian government to define their requirements at central and regional levels, and helping to coordinate resource and expertise in the UK that can help rebuild Ukraine.

 

You will work within the existing DBT Ukraine team, and alongside BE Kyiv colleagues, prioritising the infrastructure sector - including buildings, roads, bridges, ports, airports and railways. You will also work closely with colleagues in the UK - in particular with UK Export Finance and the Ministry for Transport. You will be responsible for building good working relationships within the Ukrainian government, and within regional administrations, and for opening up new opportunities to meet Ukraine’s reconstruction needs in the immediate and long term.

This will be a fantastic and varied DBT role, working across HMG as the Ministers are cross HMG. You will be responsible for working closely across teams in BE Kyiv and the Ukrainian Ministries. The ideal candidate will be highly collaborative and flexible to fit in with the EECAN ethos and, importantly, focussed on delivering results. You will be an effective leader able to set clear strategic direction. You will also need to be energetic, a self-starter, able to manage yourself and the demands on you, and identify where you should best spend your time to deliver the most value to the role. You will also have strong interpersonal skills, be a clear and confident communicator, and can engage at senior levels across Government. A proactive and positive attitude is important, including the desire to make things happen and resilience in the face of challenge.

They will be able to work independently as well as in a team. The ability to manage several concurrent priorities and projects is also important, as this role requires delivering a number of ongoing work streams in parallel.

What will the jobholder be expected to achieve:

This is a crucial leadership role working for the UK’s Department for Business and Trade, based out of the Embassy in Kyiv. The successful candidate will demonstrate a strong track of management excellence and leading high performing and inclusive teams.

  • Responsible for managing and leading part of the DBT workstream in Kyiv;
  • Responsible for generating a new pipeline of infrastructure projects in Ukraine that UK companies can be involved in;
  • Ensure that your client-facing teams have the knowledge, tools and resources necessary to deliver effectively in their roles;
  • Monitor and understand trends, sentiment and the business environment in key infrastructure areas of opportunity. Use those insights to promote trade and help inform policy-making that improves the business environment in the UK;
  • Deliver high impact, high value advice for, and organisation of, senior official and Ministerial visits to the region;
  • Lead the relationship for the infrastructure team with DBT HQ in London and with EECAN counterparts;
  • Support senior leadership of the Embassy and support the wider the wider work of Post.

  • Strong written and verbal communication skills in English and Ukrainian (C1) (*CEFR level) and the ability to create compelling content in English; 
  • University degree or equivalent working experience;
  • Highly effective project management, prioritization, multi-tasking, and time management skills to meet deadlines;
  • Works independently; Self-starting, professionalism, confident, proactive and persistence to lead and deliver activity;
  • Experience of working to tight deadlines and managing uncertainty and competing priorities to achieve objectives;
  • Ability to work across teams; proven ability to build strong and effective networks and relationships with a range of stakeholders;
  • Advanced computer skills (Excel, Word, PowerPoint).
  • The ability to commission and analyse research, identify relevant insight that can support campaign objectives, mapping this insight to channels and audiences.

This is a permanent contract, for 40 working hours per week including 1 hour per day for lunch.
