Main purpose of job:

UK Research and Innovation is the national funding organisation for research and innovation in the UK. Launched in April 2018, UKRI is a non-departmental public body sponsored by the Department for Business, Energy and Industrial Strategy (BEIS). Our organisation brings together the seven disciplinary research councils, Research England, which is responsible for supporting research and knowledge exchange at higher education institutions in England, and the UK’s innovation agency, Innovate UK. UKRI has a budget of more than £8billion a year and intends to be an outstanding organisation that ensures the UK maintains its world-leading position in research and innovation. We aim to help UK researchers and businesses to engage with the brightest minds wherever they are placed in the world. 

Our China Office has a successful history of building partnerships with Chinese research and innovation funders to negotiate joint projects for UK and Chinese collaboration. We provide high quality advice to the UK on how to engage with China and we use our networks to help projects we fund to reach policymakers and businesses while communicating the value of international collaboration in research and innovation. 

UKRI China is recruiting a talented and expert Programme Manager in its dynamic team. The programme manager will lead UKRI’s health research portfolio (e.g. medical science, healthy ageing, biological science, plant science). The programme manager will manage a range of activities across the programme management lifecycle from scoping new opportunities for collaboration to managing joint research and innovation funding calls to supporting monitoring and evaluation. The programme manager will be responsible for managing a range of key partner relationships with China government partners. The job-holder will be a key part of the team implementing and designing collaboration activities, providing strategic input and insight to programme negotiation, and operational facilitation for all aspects of programme delivery.

Roles and responsibilities/what will the jobholder be expected to achieve:

As UKRI Programme Manager, you will be a key member of the UKRI China team and will have specific responsibility for:

  • Leading on the implementation of UK-China activities to enable collaborative working between the UK Research and Innovation and Chinese research funding organisations, especially academic peer review processes;
  • Advising and informing the UKRI China team on thematic areas, research outcomes, policies and developments, including briefings on the Chinese research landscape;
  • Leading on briefing materials, summaries and reports related to collaboration activities
  • Organising workshops and events to support the implementation and communication of UKRI programmes;
  • Establishing and maintaining relationships with relevant UK and Chinese Government partners to support the objectives of UKRI China;
  • Supporting monitoring, evaluating and learning to identify best practice and opportunities for continuous improvement.

  • Managing budgets to deliver events and programme related activities

Language requirements:

  • Language: English and Chinese
  • Level of language required: Excellent/Highly Proficient

  • Excellent all-round education, graduate calibre

Essential on arrival:

  • Experience of managing projects proactively with minimal supervision
  • Experience working in a multicultural environment and a diplomatic interpersonal style
  • Experience of having worked on programmes in the health field (e.g. medical science, healthy ageing, biological science, plant science)
  • Excellent information gathering and report writing skills, able to summarise and present accurate research and analysis in a range of formats
  • Proven excellent written and verbal communication skills in both English and Chinese
  • Ability to influence, persuade and negotiate with stakeholders on matters of considerable substance, through individual contact and/or committees
  • Confident in building and managing relationships with external and internal contacts at all levels of seniority
  • Excellent all round education, including a university degree
  • IT skills, especially MS Outlook, Word, PowerPoint and Excel

Desirable:

  • Previous experience of working for a research funding organisation and peer review processes
  • Knowledge of UK and/or Chinese academic research context, strengths, and priorities
  • Experience of managing relationships with colleagues working remotely

Working Patterns:

Conditioned working hours is 35 hours/week from Monday to Friday and flexible working can be arranged upon personal needs.

This role can accommodate some flexible working patterns. Please speak to the hiring manager to discuss individual cases. May require travel within China.
