Main purpose of job:

At an exciting time for UK-Colombia relations, the job holder is in charge of managing and implementing our human rights programme funds (approx £400,000 in Financial Year 17).  The individual will manage projects across our three human rights priority themes: business and human rights, the prevention of sexual violence in conflict (PSVI), and human rights defenders.

The jobholder will be a project manager expert, able to manage the whole project cycle; oversee the bidding process and assessment of project proposals; ensure appropriate legal contracts are signed; and implement the programmes in accordance with PPM principles and cycle (all project and monthly financial requirements accurately completed on time, with a financial turnout of +/- 3% by the end of each Financial Year, and accurate and good quarterly narrative reporting).

The jobholder will need to build and develop a network of human rights and political contacts and will be willing to travel to assess our projects in the regions.  The jobholder will be politically astute and able to deputise for the Political Secretary on human rights issues where required.  The position takes place in an exciting and fast-moving.


Roles and responsibilities:

Manage Global Britain Fund (45%)

  • Deliver successful project bids by April 2017 for £400,000 worth of human rights, Great and bilateral programme fund projects.
  • Lead Global Britain Fund at X-Embassy programme strategy board and defend the Embassy’s interests before London.
  • Do this in accordance with PPM principles and cycle, all project and monthly financial requirements accurately completed on time, with a financial turnout of +/- 3% by the end of each Financial Year, and accurate and good quarterly narrative reporting

Human Rights policy (40%)

  • Support Political Secretary on human rights policy, including acting as Deputy and representing the Embassy in external meetings
  • Lead on human rights events organisation and contribute to High Level Visits
  • Build network of strategic human rights contacts across civil society, NGOs, government and the international community. 
  • Contribute to High Level Visits and organise events.
  • Champion the PSVI agenda, Stigma campaign, and Women, Peace and Security agenda.  Build excellent network of contacts.

Management of Financial and Project Assistant (15%)

  • Support them to deliver job and career objectives; setting clear expectations, responsibilities, objectives and work plan to deliver our Country Business Plan
  • Drive their learning and development plan and provide regular feedback and dealing with poor performance as appropriate, in a timely and efficient manner.
  • Bachelor’s Degree (or equivalent)
  • At least 3 years' experience in programme/project management and expert in programme/project management concepts.
  • Excellent English writing skills
  • English skills at proficiency level
  • Masters on areas related to Human Rights, International Politics and/or Project Management
  • Demonstrate experience working on political context of current political issues
  • IT systems to support project plan monitoring (e.g. Ms Project, Ms Excel, Spreadsheets, among others) and be an expert on the tools provided by the Programme Managment O control project plans, schedules and budget
  • Knowledge of programme/project monitoring and control.
  • Knowledge and experience using project management methodologies and toolkits
