The British Embassy in Dushanbe is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for a Programme Officer to join the regional FCDO Central Asia Development and Programme team and the Post, to support the effective delivery of development programmes and cross-Embassy tasks in Tajikistan.

The FCDO leads the UK’s global efforts to end extreme poverty, deliver the Global Goals for Sustainable Development and tackle a wide range of global development challenges. In Central Asia, we aim to develop more open and integrated economies, strengthen governance institutions, and reduce vulnerability to internal and external threats.  

The successful candidate will be joining the British Embassy Dushanbe team and the regional Central Asia Development and Programme (CADP) team working to support the delivery of development and resilience programmes in Tajikistan. The job holder will report to the Governance Adviser based in Dushanbe, countersigned by the Deputy Development Director, Central Asia based in Bishkek.

Main Duties and Responsibilities:

  • Support FCDO’s humanitarian programming in Tajikistan, which  is in response to the Afghanistan crisis  and helps those who choose to leave Afghanistan as part of the Government’s efforts to support regional stability (preparedness and response);
  • Support the delivery of UK Conflict, Security and Stability Fund Central Asia project activities in Tajikistan, particularly focussed on community resilience, working with project leads at CSSF and implementing partners (e.g. World Bank, Aga Khan Foundation, UNFPA and International Alert);
  • Facilitate engagement and maintain contacts with development partners in Tajikistan focussed on specific thematic areas/clusters;
  • Provide programme management support across other bilateral development programmes in Tajikistan, as and where agreed;
  • Liaise with and support prioritised centrally managed FCDO development programmes in Tajikistan and Central Asia more widely;
  • Support the development team in relationships with host government, civil society, and development partners on programme- and Embassy-related issues in Tajikistan;
  • Be actively engaged in wider Embassy activity, for example as a member of the consular crisis response team.
  • Effective communication, including written and spoken fluency in English, Russian and Tajik and ability to adapt communication style to different situations (C1 level, according to CEFR*);
  • A minimum of three years of relevant work experience, including evidence of programme/project management and engaging with stakeholders in the government, international organisations, NGOs or contractors in the private sector;
  • Prior experience working on community resilience, community-driven development or humanitarian assistance to vulnerable groups;
  • Good organisational skills and ability to work effectively and flexibly;
  • Willingness and desire for continual learning and development;
  • A self-starter that can work well both individually and in a team;
  • IT skills, including use of MS Word, Excel, PowerPoint and Outlook.
  • Experience working on conflict prevention, fragility or peacebuilding programmes;
  • Working in an international environment.

This position is a full-time 12 months fixed-term contract, with possibility of renewal.

The successful candidate, will be subject to confirmation of a professional background check and security clearance.
