The British Embassy in Cairo is is seeking an experienced Project Manager grade B3 (L) to start as soon as possible.

The successful candidate will be a core member of the Security Team, managing a portfolio of project work within the Conflict, Stability and Security Fund (CSSF), delivering ODA impact in Egypt.

The successful candidate will lead work to develop a strong evidence base, design project work in coordination with Egyptian authorities, and deliver high quality project work through implementing partners, across the stability and resilience field.

Main duties and responsibilities:

1. Working directly to the First Secretary (Security), under the wider supervision of the Political and Economic Counsellor, and in a team of 2-3 project managers, you will have responsibility for a number of objectives critical to the delivery of ODA activity in Egypt.

2. High quality project management; taking ownership for the delivery of one or more UK-funded projects. This will include:

  • Supporting the design and adaptation of projects based on best practise, changing context, results, and UK and Egypt strategy.
  • Developing and maintaining strong relationships with implementing partners.
  • Leading procurement, financial administration, and internal (including legal) compliance for the development of new projects, in line with CSSF rules and procedures.
  • Monitoring and evaluation of the projects results based on the agreed results framework, including field visits where appropriate.
  • Commissioning and quality-assessing quarterly narrative and financial reports.
  • Risk management and escalation.

3. Effective relationship management, with relevant donors, potential partners, senior stakeholders (e.g. Ministries) and central teams in London to establish and maintain an effective professional network.

4. Identification and promotion of communication opportunities, working with the embassy Communications team, Implementing Partners and the First Secretary (Security) to publicise positive results and partnerships to internal and external audiences.

5. Organisation of events and/or support for senior visits between the UK and Egypt, acting as champion for some priority cross-cutting issues for the team (e.g. safeguarding, conflict security), and supporting colleagues’ portfolios through periods of leave.

6. Ensuring your portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives

7.Corporate role to support the wider Embassy e.g. membership of the Local Staff Association, L+D committee, or Wellbeing committee.

The CSSF is a flexible, adaptable instrument designed to respond to short-medium term stability and security priorities as they emerge. The thematic focus of the project portfolio may therefore change throughout the job holder’s time in the role, according to new priorities or changes in strategic direction. Applicants should be prepared to redirect efforts to new areas across the stability/security spectrum if required.

  • Excellent written and verbal communication skills both in English and Arabic
  • A degree in a relevant discipline
  • A minimum of 3 years’ experience of successfully delivering programmes/projects in a development context
  • Excellent financial management skills and the willingness to learn and work on new financial systems
  • Excellent team-working
  • The ability to build, maintain and influence a network of contacts
  • Knowledge of the economic and political situation in Egypt, government structure and donor work.
  • Experience of working with government, NGOs, the UN and multilaterals (such as the World Bank) to deliver programming
  • Experience of working in security/justice/resilience or allied programming

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of USD 1,374 per month subject to insurance and tax as per the usual regulations based on a 36 hours per week. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount. 

This position is for a full time employment, on a fixed term basis, until 31 March 2022. This role will initially be contracted until 31 March 2022, with subsequent renewals for 12 month periods (in line with the UK financial year). Most project managers renew their contract for several years.

We offer a competitive package including medical benefits, performance related bonus, recreational facilities, opportunities for job related training & development, etc. There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.

Standard working hours are from Sunday – Wednesday 08:30 – 16:00 and Thursday 08:30 – 14:30. Flexible time arrangements can be agreed with your line manager, although the jobholder should be prepared to join meetings with implementers, external stakeholders and colleagues on a regular basis, sometimes at short notice.

The British Embassy is committed to helping staff develop in their careers through formal and informal training and coaching. We have an active L&D Committee which promotes different ways of learning, as well as offering Diplomatic Academy sessions and bringing in formal courses.  In this role in particular you will apply and deepen your project management, stability and resilience understanding and expertise, and enhance your leadership, policy and problem-solving skills.

Outside of Covid-19, there may be opportunities to travel to London for training and engagement, and there is a generous education programme as well as an extensive training library available to the post holder.

The successful candidate will be expected to undertake a 2-3 day CSSF training course within the first months of the role, likely to be conducted virtually.
