MAIN PURPOSE OF THE JOB:

The UK Science and Innovation Network (SIN) is a network of 125 officers based at 66 locations around the world, tasked with three core objectives: to project the UK’s Science, Technology and Innovation (STI) excellence and leadership globally; to actively build and facilitate STI collaborations of value to the UK; and to provide STI insights and intelligence. At the British Embassy Seoul the SIN team leads on collaborative activity that is developed and delivered in line with UK policy and strategy, and that is in line with priorities mutually agreed in partnership with the Republic of Korea Government. The current high level sector priorities are Global Health, Climate and the Environment, and Digital and Emerging Technologies.

As the Science and Innovation Officer, your role will be to work with SIN Team colleagues to provide organisational, logistical, and budget support for the SIN team. You will manage existing and generate new relationships with external partners including UK funding agencies and research institutions, and Korean innovation support agencies and event delivery partners. You will be responsible for careful monitoring and processing of team and project budgets to ensure value for money, and to act as a knowledge champion for budget and accounting processing across the team. Working closely with the Head of Science and Innovation, you will lead on the preparation of regular information sharing of the team's work. It is expected that you will be able to deliver individually, but more importantly to work in close cooperation with SIN team colleagues and colleagues across the British Embassy Seoul to maximise outcomes.

Mission Support (60%)
(responsibilities may change subject to strategic requirement)

  • Collaborate with team colleagues to support, and as required lead, event planning and logistical support to all team and funded project activity across the range of sector activities covered: Global Health; Climate and the Environment; Digital and Emerging Technologies.
  • Lead planning and logistical preparation for the visits of UK Government officials, funding agencies, and acadademic and industrial research performing organisations.
  • Assist in the delivery and development of new bilateral R&D collaboration programmes and projects between the UK and the Republic of Korea.
  • Support the management and development of strategic relationships with government ministries and national agencies, regional government and agencies, research performing organisations, and companies in the UK and Republic of Korea.
  • Support the identification of opportunities for new strategic programme development.

Budget Management and Knowledge Champion (10%)

  • Lead monitoring of team and project budgets, ensuring full and effective spending.
  • Act as accounting system knowledge champion, supporting colleagues for budget processing.

Communications and Reporting (20%)

  • Support colleagues across the team through desk and open-source research for the provision of policy reporting and response to regular and ad hoc centrally commissioned reports.
  • Work with team and other British Embassy Seoul colleagues to collate and communicate project and activity successes via a short quarterly update to internal stakeholders and via public communications channels.

Cross-Embassy Collaboration (5%)

  • Work in close collaboration with colleagues and as part of projects across the British Embassy Seoul to ensure effective information sharing and maximisation of programme and project impact.

Corporate Contribution (5%)

  • Participate and take a leading role in projects and activities bettering the British Embassy Seoul workplace or in support of corporate social responsibility.

RESOURCES MANAGED (staff and expenditure):

  • You will be responsible for the monitoring, forecasting and processing of team local and project budgets secured annually.

  • Fluency in English and Korean communication, both spoken and written.
  • Self-motivation, creativity, and the ability to take the initiative and deliver to deadlines, both individually and as part of a team.
  • Evidenced interest in science and innovation and/or international cooperation.
  • Project and budget management experience.
  • Customer relationship and event management experience.
  • Strong written and spoken communication skills.
  • Standard computer literacy skills.

LANGUAGE REQUIREMENTS:

  • Language: English and Korean
  • Level of language required: Fluent both spoken & written
  • A scientific or engineering education or vocational background.
  • Experience working for or with sector relevant Korean ministries, funding agencies, and research performing organisations.
  • Experience in inter-governmental relations.

While some evening work and travel overseas (which might include weekends) and within Korea is required, we promote family-friendly flexible working opportunities, where operational and security needs allow.

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). However, occasional evening and weekend working may be required, for which time off in lieu is given. The British Embassy encourages flexible working and various flexible working arrangements are possible with line manager agreement, including working from home

This role is for 12 months with the possibility of extension.
