Finance

The British Embassy, Phnom Penh is looking to appoint a Corporate Services Officer.  This is a key role requiring the holder to manage the Embassy’s finances and regularly brief the Corporate Services Manager.  The jobholder will work with all the internal Embassy teams and on day to day basis, contacting colleagues in the UK and our hub in Manila, reporting to the Corporate Services Officer. 

Accounting (30%)

  • Responsible for managing and accounting for all cash receipts and payments, working closely with Manila Corporate Services Centre on financial management procedures. 
  • Regular duties include, conducting end of month financial processes, reconciling the bank account, cashbox and unbanked receipts and manage relationship with the bank.
  • Review expenditure forecast, re-profile funding advice to CSM as required.
  • Prepare monthly UKBS the Sterling Transfer Electronic Facility (STEF).
  • Prepare the Annual Performance Related Award letter and process bonus payments.
  • Ensure year-end tasks are smoothly operated and deadlines met.
  • Manage VAT return

Finance and procurement (20%)

  • Meeting the Embassy’s Financial Performance Compliance targets by ensuring all Embassy staff follows correct finance processes.
  • Lead on supplier management and minimising the use of cash transactions.
  • Lead on P2P, process payments to supplier’s invoices electronically and with credit card.
  • Identifying ways to make services more efficient and cost-effective ensuring compliance with FCO standards

Health & Safety (20%)

  • Lead on uphold health & safety requirement for Embassy Office and residential properties to comply with local and UK Standards.
  • H&S in liaison with Corporate Services Manager (CSM) contact weekly alarm test.
  • Communicate with Regional Technical Works Supervisor (RTWS) for updated information and guidance of health and safety.

Administration and protocol (15%)

  • Act as the Embassy’s Transport Manager, including management of transport processes (overtime logs, fuel and mileage records and maintenance costs).
  • Act as chair of the Post’s Operations Committee, providing clear and accurate meeting records, ensuring action points are processed.
  • Assist with arrangements for official visitors to post, including VIPs.
  • Lead on some aspects of the Embassy’s administration and procurement including arranging protocol requirements for Diplomatic officers and long term Embassy visitors

Staff management (15%)

  • Line management of two drivers ensuring challenging objectives are set and well evidenced reviews and appraisals are submitted in a timely manner.
  • Encourage high levels of motivation and performance, supporting and coaching staff to get the best from them.
  • Oversee outsources office cleaner for high performance.
  • At least 3 years of relevant work experience, preferably in an international organisation.
  • Proficient in MS Office suite.
  • Excellent organisation skills, able to manage time and tasks to deadlines.
  • Proven record of delivering results, including accuracy and attention to details.
  • Excellent written and spoken communication skills in English and Khmer. Confident in communicating with diverse contacts in country, across the region, and the UK. Evidence of holding IELTS qualification will be an advantage.
  • Strong customer focus, initiative, and problem-solving skills. Able to work with contacts and colleagues at all levels and in various locations through different channels.
  • Holds a valid passport with no adverse immigration history.
  • Holds a valid driving license
