Length of Contract : 2 years(renewable)

Main purpose of job: CSSF in a Joint Fund that delivers NSC objectives through cross-departmental collaboration. Pakistan CSSF is one of the most integrated delivery platform across the globe with 6 HMG departments working together to deliver programmes. Given the integrated nature of the programme, the job holder is expected to understand the strengths and challenges of multiple accounting systems and navigate through this to lead and deliver top quality financial management and reporting for XWH departments in London as well as senior stakeholders at Post.   The job holder will lead on two key functions: finance (financial planning, management and reporting) and procurement for 5 integrated CSSF programmes and 25 projects being managed through 6 departments within them.

Roles and responsibilities / what will the jobholder be expected to achieve:

Financial Planning and Management (60%)

Jointly with Deputy Head CSSF (1), roll out an annual work plan to improve CSSF financial management and reporting across participating HMG departments to improve the quality and timing of financial forecasting and spend reporting.

Quality assure and query the submissions by CSSF programmes and projects on the quality of financial reporting.

Develop and lead on financial performance tool to track variance in reporting on forecasts and cash requirements on monthly basis.

With support from the Assistant Finance Manager, quality assure financial management and reporting for CSSF funded FCO projects on its accounting system (including managing forecasts, spend, cash requirements through Hyperion and Corporate Services Team at Post).

Lead financial due diligence for FCO delivered CSSF projects (delivered internally and externally).

Provide advice and expertise on financial issues to the wider CSSF project teams and across HMG.

Develop external relationships with appropriate contacts, across HMG e.g. programme projects and finance personal for MOD, DFID, HO, NCA, and CPS.

Technically support CSSF funded projects X-HMG to identify value for money indicators on economy and efficiency in line with CSSF Pakistan’s value for money approach.

Support the Deputy Head of Programme to lead on  programme audits and uptake of recommendations on financial management throughout the year.

Financial Reporting (20%)

Understand and analyse financial reports from XWH participating departments (including DFID, MoD, NCA, HO and CPG).  

Meet financial deadlines set by London to manage and deliver on a) quarterly financial reports, b) CSSF fund transfers to x-HMG departments, c) ODA reporting to OECD DAC and d) Management Information System (MIS) reporting for CSSF Pakistan.

Develop financial reports for senior audiences at Post and in London that are both qualitative and quantitative in nature (including the Operational and Strategic Boards at Post).

Lead on developing financial commentaries for FCO and CSSF (KPR and Financial Commentary for CSSF) on monthly basis.

Procurement (20%)

Oversee CSSF procurements and champion best practice across the CSSF programme (with heavy focus on FCO and HO procurement processes).

Quality assure and standardise the due diligence processes CSSF programme teams adopt.

Bachelor’s Degree; 3 years financial management experience, 1 year project management experience.

Five years financial management experience, advanced excel skills.

For British High Commission (BHC) candidates, the Local Staff BHC Terms & Conditions will apply.

For other than BHC candidates, salary will be ­­­­­­ PKR 202,133 per month
