Main purpose of job:

At an exciting and challenging time for Colombia, the job holder will work as part of the UK’s Conflict, Stability and Security Fund (CSSF) peace programme to help deliver a portfolio of support to the peace process and efforts to increase citizen access to security and justice. The individual will manage a number of projects within the portfolio of approximately (£1-2m) in value and be responsible for all financial and administrative assistance.

The jobholder will be a project management expert, able to manage the whole project cycle; oversee the bidding process and assessment of project proposals; ensure appropriate legal contracts are signed; and implement the programmes in accordance with Programme and Project Managment (PPM) principles and cycle (all project and monthly financial requirements accurately completed on time and accurate and good quarterly narrative reporting).

The jobholder will support the small peace programme team to maintain a network of peace-building contacts, to organise monitoring and analytical visits to regions and to undertake travel to monitor projects him/herself. They will manage inward visits related to the peace programme, particularly those of UK technical experts supporting Colombian institutions in the area of security and justice. The position takes place in an exciting and fast-moving team within a dynamic and growing portfolio of projects.

 

Roles and responsibilities:

-Financial and administrative management of CSSF peace programme (50%)

Ensure strong financial management of all projects administered under the CSSF peace programme:

  • Processing of payments.
  • Evaluating financial reports from implementers.
  • Monitor budgets and budget re-profiling.
  • Providing updates on project spending to inform reporting to London.
  • Support financial management to ensure value for money and 100% implementation of project funds.

Provide administrative support to the peace programme:

  • Support the Peacebuilding Programme Officer and 1st Secretary to manage senior inward visits.
  • Organise a regular calendar of monitoring and assessment visits to Colombian regions.

 

-Project Management of selected activities under the CSSF Fund (40%)

  • Deliver successful projects of approximately £2m in value by April 2018.
  • Do this in accordance with PPM principles and cycle, all project and monthly financial requirements accurately completed on time, with a financial turnout of +/- 3% by the end of each Financial Year (FY), and accurate and good quarterly narrative reporting.
  • In particular, take responsibility for all administrative and logistical aspects of the growing UK/Colombia exchange of peacebuilding expertise, liaising with project partners and senior Colombian Government stakeholders to ensure activities are delivered on time.

 

-External Representation

  • Represent the British Embassy in public for related to peacebuilding and, where required, donor coordination.
  • Build network of contacts across civil society, NGOs and Government in relation to peacebuilding particularly to scope out useful areas of UK support to the peace process and related activities.

 

-Learning and Development (5%)

  • Attend learning and development events.
  • Look for further learning and development opportunities.
  • Actively participate in performance appraisal process and take responsibility from timely feedback.
  • Identify skills and development opportunities for career growth.
  • First degree in Business Administration, Finance or able to demonstrate significant Project Management or Accounting experience.
  • At least 3 years' experience in Programme/Project Management including financial management.
  • English skills at proficiency level.
  • Master's on areas related to Human Rights, Political, Economy and/or Project Management.
  • Demonstrable interest in peacebuilding, community development, access security and justice and/or human rights.
  • Experience with IT systems to support project plan monitoring (e.g. Ms Project, Ms Excel, Spreadsheets, among others) and be an expert on the tools provided by the Programme Managment Office (PMO) control project plans, schedules and budget.
  • Sound knowledge of programme/project monitoring and control.
  • Knowledge and experience using project management methodologies and toolkits.
  • That he/she has PRINCE II or the PMI® (Project Management Institute) standards on programme and project.
