Main purpose of job:
FCDO Pakistan is looking to recruit a suitably qualified and experienced Private Sector Development Adviser who can start in December 2022. FCDO offers an attractive and rewarding work environment, and which delivers programme results, and provides policy and technical input across the UK mission in Pakistan.

For over a decade FCDO Pakistan has invested strategically in the systems and institutions needed to develop Pakistan’s financial sector. One of the key tools has been Karandaaz, an innovative and well-run Special Purpose Vehicle (SPV) led by an independent board of eminent Pakistanis.  It is a platform for credit and equity investment in small, growing businesses; large strategic investments to catalyse change within the financial sector; and a system wide catalyst for digital financial services. Some of the recent strategic investments include Incorporation of a Non-Banking Finance Institution as well as setting up Pakistan’s first credit guarantee company for SMEs.
BHC Islamabad’s new country business plan places significant emphasis on climate due to which a new programme called Climate Investment Fund (CIF-PAK) is being designed. This fund will catalyse green investments, leverage development and commercial capital into green projects, and invest in the foundation for new green sectors.

As part of the UK strategic priorities, Private Sector Team is also expected to bring together a stronger climate offer by harnessing ODA as well as non ODA levers. This might require exploring alternative delivery options for PST’s existing and new programmes (including but not limited to partnerships with British International Investment, InfraCo Asia, IFC, World Bank, ADB), with a view to optimise development impact whilst leveraging financial resources and managing our portfolio risk.

Roles and responsibilities:

The role’s key responsibilities are highlighted as follows. The role is also expected to evolve to keep up with the BHC’s future priorities and the revised ODA settlement
•    The postholder will be required to provide technical leadership to Pakistan network’s one of the largest programmes called Enterprise and Assets Growth Programme. You will also be required to build on your network and work closely with key external partners at a senior level, where excellent communication skills are essential. Partners include financial sector institutions (NBFIs, banks, credit guarantee companies and specialised development finance institutions), the government ministries and departments, businesses, associations, and development partners. 
•    Boosting mutual prosperity is a key priority for the UK mission in Pakistan. The postholder will support the wider team to identify opportunities and deliver results. 
The postholder will report to the Private Sector Team’s Team Leader.  Specific tasks will include:

Ensure strong delivery of the FCDO Pakistan private sector portfolio including Enterprise and Assets Growth Programme
•    Be Lead Adviser for implementation of EAGR programme and develop excellent working relationships with team members, KRN senior management and its Board members. 
•    Be able to provide technical advice to other programmes as needed. This may include providing support to other PSD Adviser in designing a new flagship programme - Pakistan Climate Invesment Fund (CIF-PAK).
•    Effectively shape and lead EAGR’s contribution towards Pakistan’s Country Plan. 
•    Lead the team’s efforts to support Pakistan’s economic policy choices and improve delivery through better coordination with development partners, the Government of Pakistan stakeholders, and private sector partners 
•    Continue to strengthen engagement and links with FCDO’s central and regional teams, including the Private Sector Department to ensure FCDO Pakistan is well plugged into the latest research on economic development and most cutting-edge private sector development initiatives. 
•    Actively keep abreast of FCDO and external research on policy issues such as financial architecture of Pakistan, development finance including MSME finance, export promotion, entrepreneurship and climate finance including renewables.
•    Advise on appropriate value for money indicators and the results measurement approach suited to investment programme(s) 
•    Ensure the implementation of recommendations from annual reviews, due diligence and fiduciary risk assessments and internal and external auditors.
•    Work closely with programme managers to monitor programme budgets, forecasts and payments, and risks.

Build networks in Pakistan and the region and ensure strong coordination and support across UK Government departments on mutual prosperity 
•    Build relationships with the Government, regulatory agencies, business leaders, investors, IFIs and other bi-lateral donors.
•    Work collaboratively across the mission and regional teams from an array of other UK Government Departments (including DIT)
•    Actively engage with UK businesses in key sectors.
•    Advance the business environment reform agenda and contribute to cross-mission efforts.

Essential on arrival:  
•    Experience of developing and/or managing substantial aid programmes and portfolios.
•    Senior level experience of leading Private and Financial Sector programme/portfolios.
•    Experience of providing policy advice regarding, reforms and development assistance in productive sectors such as agriculture, health, rural livelihoods, natural resources, manufacturing and/or export industries. 
•    Experience in preparing quality briefings and advice for senior leaders. 

In addition, the postholder is expected to have knowledge and experience of the following FCDO PSD competencies.
Core (at Expert level):
1.    Competency PSD1: Economic development, inclusive growth and poverty reduction
2.    Competency PSD2: Private sector contribution to development
Job Specific: Expert level in 2, or Practitioner level in 3:
1.    Competency PSD3: Investment and finance
2.          Competency PSD5: Market Systems Development

This is a full time job with expectation that the individual will work from the office following FCDO’s relevant guidance. Any ad-hoc flexible working will be subject to Line Manager’s approval.
