The British Embassy in Moscow is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a CSSF Project Officer

This is an exciting opportunity to support FCDO policy priorities through the management of a dynamic and varied portfolio of projects administered by the British Embassy Moscow and British Consulate General Ekaterinburg. The Project Officer role is central to helping the FCDO achieve its objectives by ensuring programming excellence across a range of objectives and initiatives.  

The Conflict, Stability and Security Fund (CSSF) is a cross government fund which supports and delivers activity to tackle instability and to prevent conflicts that threaten UK interests. 

Main duties and responsibilities:

The CSSF Project Officer will be responsible for overseeing projects throughout their lifecycle, from inception to delivery to closure. This will involve close day-to-day project management, including the following tasks and responsibilities:

  • Providing guidance and advise during procurement and contracting to ensure comprehensive and well thought out project plans;
  • Engaging with implementing partners on a regular basis to ensure effective delivery, financial management, risk management, policy alignment and adherence to FCDO guidance and best practice and to make appropriate, informed and results-oriented decisions; 
  • Monitoring project progress against agreed milestones and budget lines and assessing outputs and outcomes utilising agreed targets and indicators;
  • Working with policy and programme colleagues to integrate and evaluate cross-cutting themes and requirement including, but not limited to, gender equality, the inclusion of those with disabilities and/or other protected characteristics, conflict sensitivity, and climate and environmental responsibility commitments, such as those outlined in the Paris Agreement;
  • Ensuring that evidence-based analysis, reporting and evaluation is carried out throughout the project and that lessons learned are documented and actioned;
  • Conducting financial operations, including managing budgets, expenditure and invoicing in line with FCDO financial guidelines. Ensuring value for money (economy, efficiency, effectiveness and equity) is achieved to maximise impact;
  • Contributing to internal and external project- and programme-related communications;
  • Helping to advance better ways of working as a team by identifying opportunities, contributing suggestions and ideas, developing new tools and documents, etc.;
  • Supporting the wider programme team in order to cover annual/sick leave and surges in work load. 

  • Fluent in English and Russian (C1, according to CEFR*);
  • Bachelor's/University degree in a relevant area;
  • Experience in project and/or programme management (i.e.: international funding organisation, think tank or non-governmental organisation);
  • Good knowledge of financial management, including budgeting and forecasting. 
  • MS Office skills, especially Microsoft Excel (proficient), Teams and SharePoint;
  • Good interpersonal and communication skills for engagement with project partners, colleagues in Russia and London, and other stakeholders;
  • Excellent time management, decision-making, and prioritisation skills. 
  • Education and/or demonstrable interest in one or more of the following areas: arts and culture, education, training and capacity building, science, innovation and technology, environmental sustainability, and green finance;
  • Understanding and/or experience related to gender equality, conflict sensitivity, and/or environmental sustainability.

This is a full-time, fixed-term contract for 9 months, 5 working days, 35 hours net per week.

All applicants  should have a pre-existing legal status to live and work in Russia. The British Embassy does not facilitate/sponsor visa applications and work permits.

Staff recruited locally by the British Embassy in Russia is subject to Terms and Conditions of Service according to local Russian employment law.

The monthly salary for this position is Rub 102,263 gross, B3 (L) level, paid 13 times a year.
