The British Embassy Doha is part of a worldwide network that represents political, economic, security and consular interests overseas and is now looking for a Climate Change Policy Manager grade C4 (L).

Main Purpose of the Role:

The successful candidate will coordinate and lead British Embassy Doha work on Climate Change, including diplomatic action to support delivery a successful 26th Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in November 2021 and subsequent activities.

The jobholder will also have a regional focus, working across the Foreign Commonwealth and Development Office (FCDO) network, specifically other Gulf Offices and the Gulf Partnership team to maximise the potential for a strong GCC response for COP26 and beyond.

These activities include, working to raise ambition in Qatar in regards the UNFCCC and the four Goals of UK presidency for COP26:

  • Goal One – Mitigation - secure global net zero commitments and keep 1.5 degrees within reach;
  • Goal Two – Adaptation – urgently adapt to protect communities and natural habitats;
  • Goal Three – Mobilise finance;
  • Goal Four - Collaboration – work together to accelerate action.

Working with other GCC colleagues across the region and in central teams to ensure coherence and collaboration in relation to climate change issues, including post COP26 on partnerships and development co-operation.

Main Duties and Responsibilities:

  • To coordinate implementation of the Embassy’s COP26 strategy for Qatar, working closely with economic, political, prosperity and communications colleagues. This will include ensuring that delivery of COP26 objectives supports long-term decarbonisation, and resilience & adaptation objectives in Qatar, including the energy transition, and climate finance and green investment.
  • To coordinate with Whitehall colleagues on engagement with Qatar, advising on local sensitivities and Qatar’s priorities; including briefing for ministers and senior officials.
  • To liaise with officials in the Qatari government – including Ministry of Energy, Ministry of Environment and other delivery stakeholders on policy and operational elements of delivering COP26. This will include advising and supporting engagement between senior officials (including Heads of Missions) and Ministers.
  • To plan and implement engagement with non-Government actors. This will include building relationships with representatives of business and civil society activists.
  • To manage Ministerial and official visits from/inward to the UK related to COP26 and climate events in Qatar/UK. This could include planning and advising on visit agendas, coordinating with media colleagues, and supporting events and logistics as required.
  • To work collaboratively across the GCC region and with UK colleagues (specifically in UAE and KSA), cooperating and coordinating with embassy Climate and Environment colleagues, the MENA Climate and Environment Team, the Gulf Development Partnership Team and other HMG (DIT, BEIS and DEFRA)  stakeholders to ensure a coherent effort towards and following COP26 that goes beyond individual country focus.
  • To work in collaboratively with Gulf Development Partnership Team and the MENA Climate and Environment Team on partnerships including development co-operation in Qatar.
  • To hold a corporate responsibility objective e.g. crisis response work, or learning & development.

  • Strong understanding of international climate change policy, with relevant experience including from university or previous professional work experience. At least a bachelor’s degree in a relevant field, for instance, Public Policy, Public Administration, International Relations, Climate and Environment Science, etc.
  • A minimum of 2+ years of experience working for an organisation in a relevant field, for example, working for/with national or regional government, international organisations or agencies, preferably in climate change.
  • Excellent communication skills in English, both verbal and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Excellent relationship development and management skills, capable of operating at all organisational levels. Experience of developing relationships and building influence with multiple stakeholders in public and private sectors. Recognises the importance of developing a strong professional network.
  • Flexible, resilient, decisive, and calm under pressure. With a proven track record of delivering results to a high standard within tight deadlines.
  • Excellent organisational ability, with proven ability to manage, plan, and prioritise tasks and workload; and a proactive approach to problem solving.
  • Team player who is capable of working on their own initiative and manage others.
  • Strong IT skills and literacy in Microsoft Office applications (MS Word, Excel, PowerPoint, and Outlook).
      • Knowledge of financial / budget management principles or previous financial management experience.
      • Knowledge or experience of project management and relevant skills.
      • Knowledge of climate and environment related principles.
      • Experience of international policy.
      • Master’s Degree in a relevant field.

      The British Embassy offers a competitive remuneration package, including non-negotiable salary of QR 23,572 per calendar month and transportation allowance of QR 800 per calendar month, paid in arrears.

      The contract will be for a full time employment, on a fixed term basis until 31 March 2022, subject to a three-month probation period.

      No accommodation and relocation expenses are payable in connection with this position.

      Embassy working hours are 7.30 a.m. to 3.30 p.m. Sunday to Wednesday and 7.30 a.m. to 1.30 p.m. on Thursday. Due to the nature of the work, the jobholder should be flexible in their approach to hours worked as these will be dictated by operational needs and may involve working out-of-hours. Some additional work out of hours to cover visits and events. Flexible working can be partially accommodated. 

      The Embassy has an active Continuous Professional Development Committee, and the whole of post is committed to providing the time and resources for staff to develop professionally. There are courses offered on UK government climate change and energy policy.

      The successful candidate will need to commence security clearance procedures through the Embassy and will be required to have or obtain the appropriate security clearance before employment commences and maintain this throughout period of employment.

      Eligibility:

      Applicants must already reside in Qatar, have a valid residence permit and therefore hold the right to live and work there, including those either under spouse sponsorship or be able to transfer an existing sponsorship to the British Embassy.

      Process:
