Main purpose of job:

This is a unique opportunity to join a dynamic team working on the important issues of energy, environment and climate change, at a time when these issues are at the top of the political agenda. The UK and China have a strong history of working together across government, academia and industry to lower emissions, protect the environment and accelerate the transition to a lower carbon economy. Following President Xi’s announcement of a 2060 decarbonisation target for China, and with the UK’s Net Zero 2050 target, there are many opportunities to share our experience and build on mutual strengths to meet our goals. In 2021, this collaboration will reach the global stage, with China hosting the UN Convention on Biodiversity in Kunming (COP15), and the UK hosting the UN Climate Conference in Glasgow (COP26).

The successful candidate will take a role in shaping UK energy, environment and climate change engagement with East China (covering Shanghai, Jiangsu, Zhejiang and Anhui provinces), working closely with embassy and other consulate colleagues across the China network. The role is based at the British Consulate-General in Shanghai with some regional travel required.

The successful candidate will work with the team leader to map out and lead on a range of regional policy priorities, such as climate risk, clean energy technologies, power market reform and the low carbon transport sector. You will need to take a strategic, long term approach to determining local priorities, ensuring that these are consistent with the China Network Business Plan. You will need good political understanding to spot opportunities, sensitivities and synergies across policy areas. 

Roles and responsibilities / what will the jobholder be expected to achieve:

Policy

  • Work with the Team Leader to develop and deliver a strategy to inform policy making that accelerates East China’s transition to a low-carbon economy and increases the region’s understanding of and resilience to climate change.
  • Lead on at least one priority area of policy engagement for the team. This will involve working independently to research and analyse key issues, identify and deliver constructive solutions and report on developments.
  • Collaborate with teams across the British Consulate-General Shanghai including the Department for International Trade, Science and Innovation Network and Regional Cities Network to maximise impact and ensure policy making supports delivery of wider UK objectives in East China.

Stakeholder management and outreach

  • Build and maintain strong working relationships with a wide range of external stakeholders, including key government departments and affiliated organisations in East China.
  • Leverage your relationships to identify priority areas and opportunities for bilateral cooperation which informs energy and environment policy making.
  • Represent the British Consulate-General Shanghai at external engagements and events across East China.

Project portfolio management

  • Play an active role in ensuring the portfolio of projects supported by the UK Government in East China contribute to achieving energy and environment objectives.
  • Track opportunities for funding and work with internal/external partners to develop successful project bids.
  • Supervise project implementation to ensure outcomes support policy objectives and are delivered on time and budget.

Visit programmes

  • Scope, plan and deliver high-impact programmes for senior official delegations between the UK and China.
  • Ensure visit programmes and events support delivery of energy and environment objectives.
  • Design, plan and deliver one-off event in the run up to COP26

Resources managed (staff and expenditure):

The jobholder will be responsible for day-to-day management of the team’s budget. Project budgets for 2021/22 to be confirmed.

Essential on arrival:

  • A degree and/or relevant work experience in energy and environment sectors.
  • Strong people skills and a track record of building, maintaining and leveraging a network of external contacts to achieve results.
  • Excellent research, analysis and organisational skills. An ability to deliver high quality work whilst under pressure to meet tight deadlines.
  • Sees the broader strategic picture and able to work independently to drive forward new initiatives.
  • Excellent English language skills, both written and spoken.
  • Related university degree e.g. environmental or climate science, energy, public policy etc.
  • An existing network of contacts in the energy and environment sectors in East China.
  • Experience studying or working in a multicultural environment.

We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata. Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
