Main purpose of job:
The British Government’s Consulate in Miami has an exciting opportunity for an independent and dynamic person to join the Corporate Services Team as the leader / manager. This opportunity is a rewarding role which supports and further develops the special relationship between the UK and the US, of international diplomacy in order to make a real difference globally.

The Miami platform hosts around 35 staff (of whom 8 are UK based). 
The purpose of the role is to provide strategic direction to corporate services; leading an efficient, cost effective and professional team to deliver all services to the partners (from across the UK government) on the platform provided by the Foreign, Commonwealth and Development Office. As the driving force for corporate delivery, the jobholder will be a core member of the senior leadership team and management board providing corporate, financial and local insight to inform decision making.  They will need to work very closely with the Consul General.  

This role will lead and develop a diverse team of 2 corporate services staff, with oversight of outsourced service providers too. The ideal candidate will be organised, delivery focussed and good with budgets and projects.  There will be lots of in-situ training available to support their development. 


Roles and responsibilities:

Strategic Planning and Leadership 30%
•    To provide strategic leadership and planning in support of the corporate agenda including the country business plan and risk management. 
•    Act as trusted advisor to local leadership and partners on the platform ‘horizon scanning’ locally to enable proactive resource and activity planning.
•    Manage the platform (currently supporting 2 external partners) and support regional teams, influencing at a senior level to maintain and strengthen inclusiveness.
•    Actively build and deepen relationships with key stakeholders internally, within regional and global hubs and with external partners (at other diplomatic missions, government departments and suppliers) to maintain informed and current corporate knowledge.
•    Ensure local policies are reviewed and aligned to global and local requirement and adopted by all partners on the platform. 
•    Lead and monitor the delivery of services against the local corporate services charter.

Delivery 30%
•    Oversee all corporate delivery across finance, HR, protocol working closely with the regional HR, finance and procurement hubs and the Global Processing Transaction Centre (GTPC).  Ensure full use of self-service access to corporate services and regionalised services.
•    Direct the management of the estate, ensuring that UK and local standards are met through planned and reactive maintenance and in compliance with corporate procedures, including local and UK health and safety regulations and policy. Estate includes British Consulate General Office in Miami, British Consul General Residence in Miami, Consular Agency in Orlando and seven rental accommodation properties. 
•    Act as the ‘intelligent client’, identifying requirements, appropriate service level agreements and key performance indicators to manage and monitor supplier contracts.
•    Oversee the local delegated budget in accordance with corporate policies to ensure on-budget expenditure and value for money – liaising closely with our central team in Washington DC.  
•    Instil a continuous improvement mentality within the team, leading on corporate projects and the change management required to deliver them.  
•    Information Systems Manager - ensure that office technology is effectively and securely supported and maintained.  Oversee the authorisation of new user accounts and access permissions.

People 20%

•    Lead on the overall employer proposition, including terms and conditions of service and pay and benefits for Country Based Staff (CBS), ensuring compliance with local labour law. Oversee induction and on-boarding of new staff.
•    Provide guidance and act as an escalation point on sensitive staff matters for diplomatic/UK-based and CBS, including management issues and dispute resolution, engaging with specialist HR functions where necessary.  Oversee the on-boarding and departure arrangements for diplomatic/UK-based staff.
•    Champion and embed a collaborative and inclusive culture.
•    Oversee Learning and Development Committee

Resilience, Security and Contingency Planning 20%
•    Respond to operational crisis, providing leadership and flexing team prioritisation as required.
•    Ensure cross training within corporate services roles to provide resilience within the teams and across the region.
•    Work with the Regional Corporate Services Lead to plan long term resource and development needs.
•    Ensure wellbeing and engagement are maintained, seeking regular feedback and embedding the values of resilience and respect.
•    Deputy Post Security Officer - work with Regional Overseas Security Manager in DC and Consul General in all security matters.  Act as liaison with building security team.
•    Update and maintain Crisis Management Plan and Business Continuity Plan, in conjunction with senior management and network.


Resources managed (staff and expenditure):

•    You will have line management of 2 staff;
•    You will have oversight for a local budget of £160,000 and ad hoc projects based funds.   
•    Oversight of properties including Office and Residence in Miami, agency office in Orlando and seven rental properties in Miami.

Essential on arrival: 
•    Experience of middle management in an international organisation and finance / budgets. 
•    Good interpersonal and people skills for managing cross functional teams.
•    Good familiarity with IT equipment and software.

Desirable: 
•    Some experience of human resources and / or experience of working with/for HMG.
•    High levels of discretion, with a resilient, flexible and ‘can do’ attitude
•    Able to challenge and influence senior stakeholders
•    Experience in managing suppliers and outsourced service delivery
