The main purpose of this role is to support joint work and collaboration between the sister cities of Manchester and Wuhan. The jobholder will support the implementation of a strategic joint study into future areas of collaboration between the two cities, which was undertaken by New Economy Manchester and Wuhan DRC. The successful candidate will be responsible for directly taking forward the outputs of the study and helping to facilitate joint projects arising from it, including trade and investment opportunities between the two cities.

The jobholder will also undertake other duties, as appropriate, to further develop the relationships between the two cities and act as a key point of contact for Manchester in Wuhan, including organising visits from Manchester and lobbying the Wuhan Government on planned activities.


This position is advertised on a fixed-term basis to 31 March 2020.



Position responsibilities:

  • Act as the main point of contact between Manchester and Wuhan. Look for opportunities to further develop the relationship, building on the already strong links. Collaborate with colleagues in the British Consulate General (BCG) and British Council to ensure that the Manchester angle is covered in wider Consulate activities.
  • Monitor progress in the implementation of the MOUs signed between Manchester and Wuhan in 2015 and 2016 and take an overview of the developing relationship between the two cities. Directly engage with local Foreign Affairs Offices (FAOs) and Development and Reform and Commissions (DRCs) in Wuhan, seeking to influence their decision making. Organise inward visits to Wuhan by senior Manchester officials and accompanying them to meetings. Advise on latest local developments, lobby to overcome any blockages, and represent Manchester at meetings in Wuhan and other Chinese cities as required.
  • Help to facilitate specific projects that Wuhan and Manchester agree to work on together following the completion of the strategic collaboration study. Ensure that the momentum needed is maintained. Directly influence local hosts where necessary and leverage senior management support from Manchester/ BCG Wuhan where necessary.
  • Promote trade and investment opportunities between the two cities by working closely with the Department for International Trade (DIT), Manchester China Forum, and the China-Britain Business Council (CBBC).
The jobholder is expected to be fluent in English and Mandarin Chinese, both written and spoken.

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan etc. The gross starting salary for this position before all deductions is CNY 15,903/ month for Chinese Nationals and an abated monthly salary of CNY 22,076 / month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.

We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata.

Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
