Main purpose of job:

 

As the sole CCE officer in Chongqing, work independently in the management, coordination and delivery of CCE work across South West China (covering  Chongqing, Guizhou, Sichuan and Yunnan provinces) working closely with embassy and other consulate colleagues across the China network.  

Design and deliver engagement plans to promote UK objectives and influence the development and implementation of new climate change and energy policies that will contribute to China achieving its international climate change commitments.

To be the main point of contact for senior Chinese local government and business figures, developing a wide ranging network of stakeholders and key influencers within China and the UK to facilitate the achievement of UK government objectives.    

Conduct research and analysis drawing from a broad range of sources to produce detailed reporting with recommendations for action.  These reports will inform the development and implementation of climate change and energy policies in China.

Lead in the identification, development and delivery of Prosperity Fund projects.  Working closely with local project implementers, monitor the progress of projects and take action to ensure they achieve value for money and agreed outcomes.   To proactively engage with all project stakeholders by acting as a UK government representative and meetings and workshops.  

Working with post management, contribute to visit planning for senior/ministerial visitors to drive forward CCE agenda.  Provide briefing (oral and written) and coordinate with colleagues to ensure mutual objectives are achieved.

Support China network and consulate senior management decision making by providing expert knowledge across a broad range of CCE issues that identify linkages with broader UK objectives, opportunities and obstacles in achieving UK priorities at the policy and commercial level.  To take a strategic, long-term perspective to ensure that near and medium term objectives achieve consistent, sustainable outcomes.

To maintain a broad understanding of key issues, future trends, UK and Chinese interests and how other countries’ objectives may influence those (e.g. EU policies).

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Expertise: Act as focal point for promoting UK CCE policies across SW China.  Engaging with senior local political figures to promote UK priorities and negotiate to achieve mutually beneficial outcomes in influencing provincial CCE policy development and implementation;
  • Research: Conduct ongoing research across CCE agenda, providing reports on key areas of interest to help inform future policy direction, implementation and project funding;
  • Engagement: Support senior managers in engaging with local stakeholders, providing briefing and leading in bilateral meetings on discussions on CCE policy issues.  Develop and maintain a wide network of senior official, business and academic contacts, leverage their support and engagement to achieve strong outcomes;
  • Policy: Develop new areas of activity by identifying opportunities that align with UK priorities and develop business cases to support our engagement and potentially project funding support.  Lobby in support of UK priorities and report on Chinese position with recommendations for action;
  • Visits: Support consulate and China network in delivering senior level visits to UK and China.  Act as host for visitors; provide briefing and contributions to programmes.  Report on meetings and pursue outcomes.   Bid for new visits with strong business case;
  • Project management: Lead in the delivery of CCE Prosperity projects (including multi-year projects) in energy market reform in Yunnan; gas market reform and shale gas development in Chongqing.
  • A Bachelor Degree or above, preferably in environmental policy, environmental science, energy, economics, international relations or other field relevant to climate change, energy and economics
  • A minimum of 1 year of experience of climate change, energy or other relevant fields
  • Experience of working in an international environment.
  • Experience and/or existing contacts within local government and business in South West China.
  • Experience of staff management
  • IT skills/experience with Microsoft Word, PowerPoint and Outlook
