Main purpose of job:

To lead and develop the UK International Climate Finance (ICF) Forests and Land Use programmes to halt and reverse the loss of tropical forests in Brazil. The job holder would have to provide strategic coherence across our Forests and Land Use programmes, linking to broader policy and programme work across our network. Also, this position includes managing two C4 programme managers.

The UK International Climate Finance (ICF) is a £11.6bn portfolio of Official Development Assistance (covering the period 2021-26), which includes a range of programmes designed to support emerging economy countries achieve a low carbon transition. This includes supporting the implementation of their Nationally Determined Contributions for emissions reductions into stronger policies and tangible progress on the ground, providing £3bn of this ICF support, with a significant portion focussed on nature: halt deforestation, sustainable supply chains, and mobilise private finance for forest.

This is a 12 month fixed term post with the possibility of renewal. 

Brazil is a major recipient of ICF. UK Government support includes:

  • £43m of results-based finance through the REDD for Early Movers (REM) programme to support the States of Acre and Mato Grosso to strengthen forest governance and reduce deforestation.
  • £24m to support the Partnerships for Forests (P4F) programme in Latin America, which provides grant finance and technical assistance to propose alternatives to business as usual in the land use sector.
  • Brazil is one of the key targets of the new programme Mobilise Finance for Forest (MFF) being launched aiming a reduction in deforestation rates by building private investment markets that either create value from standing forests and/or incorporate forest protection into agricultural production.

Roles and responsibilities / what will the jobholder be expected to achieve?

Co-reporting to a BEIS manager based in London in the Forest and Land Use Team:

Strategy, policy and planning – 40%

  • To lead forward planning and strategic programme development of the FLUCM (Forests, Land Use and Carbon Markets) portfolio in country, identifying synergies and integration with the wider HMG network, ensuring programme coherence.
  • To support on the design of a climate partnership between the UK and Brazil.  
  • To build a coherent strategy, securing integration across ICF programmes in country, targeting transformational change impact and effective policy leverage.
  • To develop and engage in international policy initiatives and relationships that complement these programmes and support the overall aim of increasing the contribution of nature-based solutions in country.
  • Lead a smooth FLUCM transition with focus on strategic deliveries and guiding programmes reshaping.
  • Strategic Business Cases development.
  • Regional Forest Board steer.
  • Lead strategic communications planning.

Engagement and impact – 40%

  • To develop and maintain strategic links with key Brazilian actors, engaging with the Federal government and subnational levels, and with forestry-related agents across the country.
  • To lead and oversee stakeholder engagement across civil society, NGOs, academia, and businesses.
  • To collaborate strategically with other UK posts that work on forest and land use in Latin America and the Caribbean, aiming for a coherent regional narrative.
  • To lead and promote collaboration and coordination with other donors working in Brazil on forest and land use.

Management and corporate – 20%

  • To lead a small team of two programme managers 
  • As a senior member of the Embassy management team, to contribute to Embassy Governance and corporate structures, ensuring the Embassy delivers the highest standards of financial, programme and people management.  To carry out other tasks as required by Embassy senior management.

Essential on arrival:      

  • Bachelors or Master’s Degree in a relevant discipline, or equivalent professional experience.
  • At least 4 years of experience engaging successfully with Brazilian and international governments, private sector and non-governmental organisations to achieve results; and lobbying or influencing the development of public policy.
  • Strong leadership, interpersonal, communication and relationship skills.
  • Experience of strategic working on international climate issues with strong track-record of relevant programme delivery.
  • Strong knowledge of Brazilian climate and development policies and related institutional frameworks.
  • Ability to develop and work through a strong network of national and international stakeholders.
  • Proven ability to write fluently and persuasively in English about technical and policy issues for a senior UK audience.

Language:

English and Portuguese with the ability to communicate professionally in both languages at near-native standard.



Desirable:

  • Knowledge of rules-based international systems, especially those relating to development, climate and biodiversity.
  • Experience working with or in the UK.
