The UK Permanent Representation to the EU (UKRep) in Brussels works within the EU and its member states to maximise British influence on issues such as trade, the single market and economic growth and is now looking for a highly motivated European Union (EU) Staffing Officer.

This is an interesting and varied role that is likely to evolve significantly over the coming period as the UK proceeds through the Article 50 process. It will therefore require an individual who is prepared to be flexible and adjust their responsibilities as required.

The successful applicant will lead the Representation’s policy and operations on all EU staff exchange programmes: Seconded National Experts in EU institutions (SNEs), National Experts in Professional Training (NEPTs), Erasmus for Officials, providing policy advice within the Representation and to UK government departments. They will be the main point of contact for SNEs, NEPTs, and Erasmus for Officials and lead on HMG engagement with them; will coordinate and process all procedures for individuals participating in the above exchange programmes; and will keep staffing records updated.

They will also provide ad hoc policy and operational support to the 1st Secretary Corporate, and other members of the team.

Main Duties and Responsibilities:

SNEs, NEPTs and Erasmus:

  • Provide policy advice to UKRep, and key UK departments on all programmes, through the Article 50 process and establishment of the UK’s future relationship with the EU;
  • Liaise with EU institutions on exchanges of staff;
  • Act as the main point of contact for secondees and providing practical solutions and support on individual cases;
  • Advise on HMG engagement with secondees;
  • Manage administrative procedures to formalise exchanges: publishing vacancies, advising on applications, extensions and ends of contracts;
  • Regular statistical monitoring and reporting on secondees.

UK trainees

  • Act as the main point of contact for students and young professionals interested in EU traineeships; and organising one welcome event per session.

Monitor UK presence in the EU institutions

  • Liaising with EU institutions to gather data and keep records updated; producing ad hoc statistical reporting; and feeding into Freedom of Information requests and Parliamentary questions.

Provide ad hoc support to the Corporate, Staffing and Visits section

  • Organising events and visits, and covering for absences by attending ad hoc meetings.
  • A minimum of 2 years of experience in working closely with EU institutions;
  • A sound understanding of the EU institutions and how they operate, as well as a broad understanding of considerations related to the UK’s exit from the EU;
  • Proven experience in dealing with stakeholders at all levels and communicating with wide variety of people including senior contacts;
  • Excellent oral and written communication skills in English;
  • Excellent interpersonal and network building skills;
  • Experience working in a fast paced complex policy environment;
  • Strong organisational skills;
  • Ability to manage conflicting deadlines under pressure and demonstrate resilience;
  • Experience of customer service, and ability to deliver difficult messages to demanding audiences;
  • A self-starter able to show initiative and operate with autonomy; and
  • A strong knowledge of Microsoft Office software, particularly PowerPoint and Excel.
  • Knowledge of the EU institutions’ internal staffing rules and procedures would be an advantage;
  • Knowledge of other EU languages would be an asset, particularly French; and
  • A good working knowledge of Microsoft Access.

This is a permanent full-time contract for 5 working days (36.25 hours net) per week. Although the appointment is for an indefinite period of time, it is expected that the overall period of service will most probably not exceed two years. This point will be addressed during the recruitment process.

The monthly salary for this position is € 3.865,40, B3(L) level (The British Diplomatic Missions in Belgium salaries are not subject to annual indexation).

Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.

The successful candidates will be subject to professional background checks and security clearance.

Staff recruited locally by the British Diplomatic Missions in Belgium are subject to Terms and Conditions of Service according to local Belgian employment law.
