View Vacancy - Colombia Prosperity Fund Programme Delivery Officer
Main purpose of job
To support delivery of the UK’s £25.5 million Prosperity Fund (PF) for Colombia which aims to:
i) reduce poverty and gender inequality through economic development in the country’s post conflict and conflict-affect zones; and ii) create commercial opportunities for international companies including British businesses.
The PF Programme operates in 8 of Colombia’s departments and in up to 10 second tier cities.
The jobholder will provide timely and effective inputs (see details below) to deliver the seven PF Programme activities:
i) regional competitiveness;
ii) open contracting in the public sector;
iii) corporate governance reform of the National Infrastructure Agency (ANI);
iv) rail development;
v) urban development;
vi) agri-insurance; and
vii) agri-innovation.
In addition, the jobholder will support successful delivery of the three global programme operating in Colombia in the areas of trade, infrastructure and anti-corruption. The jobholder will spend a solid proportion of their time working with PF external stakeholders including the Colombian government (national, regional and local levels), Colombian and UK private sector companies, civil society and our main implementers: Colombia’s Financial Institution for Regional Development (Findeter) and for National Development (FDN), the Latin American Development Bank (CAF), Innovate UK and the Open Contracting Partnership (OCP). The Colombia PF Team works very closely with the Economic Diplomacy (ED) and Department for International Trade (DIT) teams of the British Embassy in Bogota. The jobholder will dedicate about 1 day a week to supporting successful delivery of ED programmes.
What will the jobholder be expected to achieve?
Prosperity Fund Programme Delivery (60%)
- Support successful delivery of: i) the seven activities of the Colombia PF Programme covering institutional strengthening, infrastructure and agriculture; ii) the three global PF programmes operating in Colombia covering trade, infrastructure and anti-corruption; and iii) all PF cross cutting work in gender and inclusion (G&I), commercial / secondary benefits, policy connections and communications. This will be achieved by setting up, organising and managing all meetings, workshops and events between the PF and our stakeholders. The PF holds such events, almost weekly, and often they last more than one day.
- Support PF Advisers to engage effectively with stakeholders networks, these include Colombian government representatives, Colombian and UK private sector companies, and PF implementing agencies. This requires helping PF advisers to identify and prioritise appropriate opportunities to engage with stakeholders and to manage the logistics for the advisers’ participation.
- Support successful provision of technical advice to PF stakeholders by identifying sources of information (i.e. websites, written materials and external experts) for advisers to use in their research.
Economic Diplomacy Programme Delivery (20%)
- Support successful delivery of Economic Diplomacy (ED) programmes in areas including climate and environment; free trade; green finance; sustainable infrastructure; and science, research and innovation. This will be achieved by setting up, organising and managing selected meetings, workshops or events between the ED Team and their stakeholders.
Admin (20%)
- Support the planning and delivery of PF and ED official visits by helping to organise transport, accommodation and itineraries.
- Support PF colleagues on administrative matters as required. This includes: preparation of charts, tables and graphs for inclusion in PF reports; requesting and/or collating inputs into PF documents from other teams or external partners; and commissioning requests for PF supplies and communications materials.
Essential on arrival:
- Minimum 6 months of relevant work experience in a similar delivery role
- University Degree
- 100% bilingual in English and Spanish combined with excellent oral and written communications skills
- Excellent standard of IT skills including Microsoft Office
Desirable:
Well organised, good team work, excellent customer services and management of stakeholder relationships.
You must have pre-existing legal status to live and work in Colombia.
This contract is for 12 months, with a 2 month probationary period. We envisage this position being renewed until at least 31 March 2022.
Working pattern
The successful candidate will work 35 hours per week:
Monday to Thursday 08:30 – 17:00 and Friday 08:30 -13:30
