The Performance Manager has a key role within the FCO Estate Operations Team (EOT).   You will develop a full understanding of the FM Contract with the responsibility of developing, analysing, maintaining & enhancing performance information related to the outsourced Facilities Management Service and EOT operation in the Asia Pacific Region.  This is critical to ensure that the FCO obtains the full benefits from our outsourced Facilities Management Service Provider.

The focus of the role is twofold:

  • to validate the Service Provider performance through the analysis of performance data;
  • to develop, co-ordinate & manage a robust performance audit programme.

You will also support the Global Performance Manger and Regional Contract Managers in maintaining a strong focus on customer relationships with FCO stakeholders, Directorates & Other Government Departments.

Monitor delivery of consistent Management Information from the Service Provider, ensuring that the FCO has robust, consistent & comparable monthly information on which to base operational and strategic decision making.

Monitor the performance of outsourced Facilities Management services within the FCO Asia Pacific FM contract in line with contractual requirements through analysis of a wide range of Management Information (MI). Through analysis of Supplier Computer Assisted Facilities Management (CAFM) system, you will identify anomalies, inconsistencies & contractual errors, & implement agreed contract management procedures to maintain performance standards.  Ensure consistency & accuracy of MI to highlight areas of strengths & weaknesses in contractual performance.  Take remedia l action as required and liaise with the Service Provider to ensure the validity of data provided to the FCO.

Develop and drive a robust audit programme in liaison with Global Performance Manager and Operational colleagues to ensure full audit assurance of Supplier performance.   You will lead the annual review of this programme.  Ensure additional focus is directed on identified areas of Service Provider weakness to ensure Contractual compliance and drive identifiable improvements in the service. This will also support FCO probity & Internal Audit requirements to ensure delivery of a value for money contract.

Co-ordinate and lead testing and validation of Supplier performance against Contracted Key Performance Indicators through the management and validation of the performance audit programme within the Asia Pacific region.  Maintain full auditable records of the audits undertaken by Operational and Commercial colleagues as evidence for internal and external auditors as well as the EOT senior management team.

Develop, maintain & publish monthly performance packs for all FM Posts in Asia Pacific region, maximising the benefits of available technology & Supplier produced data whilst minimising data input requirements.   These reports will provide clear analysis of MI to colleagues at all levels, in their discussions with the Service Provider & Diplomatic colleagues.

Maintain all Management Information so it is consistent with data held for other regions & contracts, through regular liaison with the Global Performance Manager.  This will include a central repository of Contract FAQs for consistency of delivery.

Monitor & support Regional Contract Managers & Post staff to ensure accurate approval of, & appropriate challenges to, all Service Provider Quotes and Suspension Requests, within agreed timescales to support the monthly EOT account consolidation.  Additionally develop and maintain a fully supported record of all “Value Add” EOT activities across the region.

Contribute to Asia Pac FM re-tender activities in relation to Performance, engaging with all stakeholders to ensure successful Mobilisation & Go-Live of the new contract in April 2021. 

 

  • Good IT skills and knowledge, including Word, Excel and MS Teams, preferably with previous experience in managing FM contracts
  • Evidence of training or experience in Facilities Management or Performance management
  • Proven Customer Service skills and experience
  • Excellent understanding of Excel and Power BI.  
  • Knowledge of FCO systems.  
  • Experience in FM Performance Management.  
  • IWFM Qualification.

The Estate Operations Team fully supports Continuous Professional Development within the Facilities Management cadre and other related areas.

Normal working hours are 37.5 per week: 8.30am to 5.00pm from Monday to Friday.

This key and varied role will provide the successful candidate with excellent opportunities & experience in contract management and procurement.  The position covers the full range of LE competences, supporting the daily management of a complex and large Facilities Management contract, with direct responsibility for Performance Analysis.  The position will give an excellent insight into the workings of the FCO and its overseas Posts as you will be in regular contact with colleagues from the FCO and the Service Provider across the Region.  You will have the opportunity to gain many transferable skills and key FCO competences, as well as the scope to bring innovation to develop and expand the job.  You will be strongly self-motivated, enthusiastic to improve your management and influencing skills as well as keen to use your initiative to improve the performance of the Estate Operations Team and the FM contract as a whole.  You will gain an understanding of both the operational and commercial elements of contracts managed by the Estate Operations Team and have the opportunity to influence the success of the contract.
