The British Embassy Washington is looking for an accomplished and versatile Head of Prosperity Programme Management Team to lead the delivery of a high-value UK Government programme of around thirty projects across the US. The priorities for the programme are to engage the US at a national and subnational level on key prosperity opportunities such as market access barriers, climate change, AI and big data, the future of mobility, clean growth and aging society.


The Head of Prosperity Programme Management Team is responsible for leading a team of two Programme Managers at the British Embassy Washington. This small team is part of the Global Issues Section (GIS). GIS is responsible for the UK Government’s work throughout the US on energy and climate change, transport, science, innovation and research.


This role offers an exciting and challenging opportunity to lead a large, strategic programme with a diverse range of internal and external stakeholders in the US and in the UK. The Head of Prosperity Programme Management Team will work closely with other teams at the Embassy, including GIS and other policy teams, the Department for International Trade (DIT), the Science and Innovation Network (SIN), and British Defence Staff, as well as colleagues at Consulates across the US.


The programme has been running since 2016 with each member of the programme management team supporting a portfolio of projects. The Head of Programme Management Team’s portfolio will be agreed upon arrival, examples include our energy and environment project portfolio or our trade and economic portfolio.

This is a full time position and the role has a fixed term ending 31 March 2022 in line with the funding for the current stage of the US Prosperity Programme.



Roles and responsibilities :


  • Lead the governance and the processes to initiate, plan, execute, control, monitor and evaluate projects based on the priorities for the programme.
  • Work closely with policy and trade/investment teams in the UK and across the US to ensure projects deliver results and outcomes on time and on budget, and ensure projects meet the UK’s overall prosperity objectives.
  • Develop and maintain relationships with key internal UK and US stakeholders to add value to the programme.
  • Ensure all projects across the programme are compliant with FCDO governance for programme management, finance and procurement as well as internal and external audit requirements.
  • Advise the US leadership team on the development of new project proposals.
  • Lead on measurement, analysis and reporting of impact that historic projects are having on relevant prosperity objectives.
  • Demonstrate leadership in programme management, contributing best practice to: mitigation strategies for risks; stakeholder management; control, monitoring and evaluation mechanisms; financial and procurement processes; impact reporting.
  • Subject to the needs of a project, provide hands-on delivery support to the internal project team and any external implementation partners.
  • Line management and continuing professional development of two Programme Managers.

Essential on arrival:


  • A minimum of a bachelor's degree
  • Experience leading a large, strategic programme, and/or a complex portfolio of projects through a full lifecycle: initiating, planning, executing, monitoring, controlling, and evaluation
  • Writing business cases and/or bids to successfully secure funding
  • Ability to represent your organisation professionally at a very senior-level and build highly effective networks outside of your organisation
  • Ability to build strong and effective working relationships with a broad range of colleagues at all levels
  • Proven team leader with the ability to deliver measurable outcomes/results and overcome obstacles when working with and through others
  • Management of large budgets, financial forecasting and reporting
  • Attention to detail, sound judgment, problem-solving abilities, exceptional service delivery, collaboration, stakeholder management, and clear communication (both written and oral skills)

Desirable:


  • Professional project or programme management certification from a recognised institution
  • Line management and continuing professional development of team members
  • Experience of managing complex commercial processes, procurements and/or supplier contracts
  • Experience of international trade, investment and/or policy work
