Main purpose of job:

To shape HMG’s climate change and energy policy objectives in Singapore through analysis and a deep understanding of local context across the economy carried out through timely reporting to UK stakeholders. To deliver the UK’s climate and energy policy priorities by building constructive and collaborative working relationships with Singapore Government, private industry, and third sector. To ensure communications tools are properly mobilised across the Mission to secure the fullest political impact of the UK’s COP26 Presidency towards these goals.

Roles and responsibilities:

The successful candidate will work as part of a small team in the British High Commission, alongside stakeholders and colleagues from across UK Government to:

  • Lead on HMG policy in respect of the UN negotiations, green finance, and nature elements of the Singapore Climate and Energy Portfolio, supporting colleagues across the High Commission, including the High Commissioner herself, to understand and deliver these policies together to better effect [these focal areas may evolve over time and subject to priorities. They could realistically also / rather cover energy, adaptation and resilience, and infrastructure]
  • Provide accurate, well-researched and concise expert analysis and reporting of local views and policies on climate change and energy issues to UK stakeholders. Incorporating whole of HMG perspectives from the Mission, support, support development of whole of HMG UK policy.
  • Represent, communicate and advance these policies to external audiences in Singapore, including the Government, collaborating with supporting advocates within the wider diplomatic, private, and third sector community.
  • Lead on climate and energy public diplomacy in close collaboration with the High Commission’s Communications Department, including events, workshops, and campaigns, to advance our policy objectives and UK visibility
  • Support the small team and the wider regional network to deliver policy priorities into ASEAN and its other Member States, including ensuring that trilateral cooperation opportunities with Singapore in the region on these policy areas are well understood and developed.
  • Develop proposals, bid, procure, project and budget manage external support to deliver additional impact to the above in a value for money way, consistent with HMG policies and frameworks.

Resources managed:

  • Line management of administrative support through an intern
  • Oversight of project, programme, and administrative budgets of up to around SGD500k/yr.
  • At least 2 years’ policy analysis or development in a climate, energy, or nature field
  • At least 2 years’ experience of working with or in the public sector
  • Experience of working independently/autonomously to deliver policies and/or project-level outputs without day-to-day supervision
  • Experience working with international institutions / multi-national organisations
  • Strong IT skills in all MS Office applications
  • At least 2 years’ multi-project management experience
  • Report-writing and research, drawing on a range of data sources, including direct relationships with stakeholders
  • Experience developing policy recommendations based on evidence-based analysis

We offer a competitive package, which includes basic salary of SGD 7,331 per month and annual wage supplement [an additional 2 months’ salary paid out in December each year], 23-day annual leave entitlement in pro rata and insurance plan.

Normal working hours are 37.5 per week: 8.30am to 5.00pm from Monday to Friday.
