MAIN PURPOSE OF THE JOB:

To work as part of the Regional Procurement Team in Manila handling procurement requirements for Asia Pacific, Middle East & North Africa regions.  Working with customers, suppliers and other stakeholders on all aspects of Procurement including spend analysis and reporting. Perform other duties as assigned.  

This position is based in Manila as part of the overall Regional Corporate Services Hub. Working hours will reflect the customer needs across the regions.

ROLES & RESPONSIBILITIES:

1. Delivery of Regional Procurement Projects with lifetime value exceeding £25,000 (60%)

  • Managing the tender process of assigned procurements/contract-related goods, services or work projects, including sourcing of suppliers, input and agreement of specification, preparation of tender documentation, deciding on and running the most appropriate route to market; i.e. Invitations to Tender (ITT), Request for Proposals (RFP), Request for Quotations (RFQ) and other suitable procurement routes, liaison and coordination with suppliers to clarify requirements, coordination and evaluation of bids, seek appropriate approval, agreement of contracts and management and closure of contracts, ensuring that they meet legal, audit, HM Treasury and Cabinet Office requirements.

2. Identifying Regional Opportunities (20%)

  • To work closely with colleagues at UK’s Embassies and Consulates in the region and Procurement Category Teams in the UK to deliver Procurement activity to a standardised process, proactively seeking opportunities to buy efficiently through common procurement routes or approaches to market and opportunities to aggregate requirements across Posts and other government partners.

3. Supplier and Contract Management (10%)

  • To review, report and manage contract and framework use in the region, to act as the Supplier Relationship Manager where appropriate for regional suppliers including resolution of contractual disputes, taking appropriate action to protect the FCDO’s interest.  Building contract management capability amongst stakeholders

4. Stakeholder / Account Management (10%)

  • Act as Account Manager for procurement related activities for your assigned countries.  Stakeholder engagement and management is critical in order to draw out and develop procurement specifications, procurement routes and evaluate bids in a collaborative manner

ESSENTIAL SKILLS / EXPERIENCE / QUALIFICATIONS /:

  • BS degree in business management/finance related course or equivalent experience
  • Strategic Sourcing & Tendering Experience; including end to end procurement and category management.
  • Customer Engagement / Dealing with Stakeholders at different levels within the organisation

  • Working in a multinational environment across multiple time zones
  • Contract Management Experience
  • CIPS Level 4 or equivalent qualification from other Professional Procurement Organisations
  • Project Management Experience
