MAIN PURPOSE OF THE JOB:

This is an exciting opportunity to work at the heart of the British Embassy’s expanding political team leading the embassy’s approach to human rights.

The Human Rights Advisor will be responsible for analysing and reporting on developments in the civic space in the Philippines in areas such as rule of law, human rights defenders, media freedom, women’s rights and civil society empowerment. They will utilise this analysis to provide advice to the ambassador and senior team on effective interventions to support human rights in the Philippines. The successful candidate will work across teams in the Embassy and with colleagues in London to ensure that relevant developments are reflected in UK objectives in the Philippines and ensure that these are communicated effectively.

The jobholder will lead the design, implementation and monitoring of programmes aimed at supporting the Philippines to enhance the democratic space in the country, with partners ranging from working with local civil society organisations to large INGOs and UN agencies.  They will be required to accompany the ambassador to meetings and occasionally represent the embassy at events.

The role would suit someone with a background working in a human rights NGO or undertaking similar work in another Embassy or international mission. A good knowledge of recent Philippine history and current issues is a must, as is someone who can from relationships and work confidently with a range of stakeholders in government, civil society and international institutions. 

ROLES & RESPONSIBILITIES:

Policy and analysis 

  • Monitoring and analysing developments related to human rights, media freedom, democracy and governance in the Philippines
  • Maintaining a network of contacts across government, media and civil society to build understanding of these issues, including organising events and meetings for the Embassy in this area
  • Providing advice to the Ambassador, wider embassy and London to inform UK objectives in the Philippines

Public diplomacy/ Communications

  • Representing the Embassy at external meetings related to human rights and accompanying the ambassador to meetings with senior stakeholders
  • Working with the communications team to ensure that Embassy communications actively support UK human rights objectives and projects
  • Ensuring that the Embassy appropriately celebrates/marks key human rights days.

Project Identification and management  

  • Leading on the identification and design of programme objectives on effective interventions on human rights.
  • Responsibility for managing projects through the full project lifecycle in the governance and human rights space, in line with the FCDO Programme Operating Framework (PrOF) and best practice.
  • Managing all programme stakeholders by coordinating and reporting on the progress and impact of the programme work.

Corporate

  • Line management of human rights officer.
  • Supporting the wider Embassy teams on events and visits.
  • Contributing to wider Embassy activity to create an inclusive supportive work environment.
  • Engaging with wider embassy initiatives and ambitions.

RESOURCES MANAGED (Staff & Expenditure)

  • Line management of B3L Human Rights Officer.
  • Management of programmes on media freedom and human rights defenders

    LANGUAGE REQUIREMENTS:

    • Language: English & Filipino
    • Level of language required : Fluent in verbal & written English & Filipino

    ESSENTIAL SKILLS / EXPERIENCE / QUALIFICATIONS /:

    • Knowledge or experience of working on human rights
    • An ability to think independently, research and analyse issues, and make policy recommendations. 
    • Confidence, flexibility and ability to cope under pressure and with changing priorities.  
    • Excellent project management and financial track record
    • Excellent organisational and time management skills 
    • Proven record of delivering results, including accuracy and attention to detail.

    • Experience of embassies, civil society or government.  
    • Experience of working with overseas development assistance (ODA)
