Main purpose of job:
Support the Consul in the provision of first class consular services in Manila and supporting the Hon Consul in Cebu and the extensive Warden network. Manage high-profile and complex cases. Lead on prison visiting and detention cases. Maintain and widen contacts with and outreach to local authorities and wider stakeholders. Liaise with London and CRD and APAC to deliver regional best-practice.
Roles and responsibilities / what will the jobholder be expected to achieve?
CONSULAR ASSISTANCE: Primarily in charge of arrest cases, murder cases (where BN is the victim), and prison visits (includes writing of reports, contacting kin, lawyers, authorities); to also assist in advice and self-help (financial, repatriation, etc.) and other assistance cases, and handling of difficult customers especially mental health assistance cases and difficult welfare cases (50%)
LIAISING WITH OFFICIALS OF CERTAIN PHILIPPINE GOVERNMENT OFFICES/OTHER CONTACTS: With the aim of achieving consular objectives more efficiently, to develop good relationship with Philippine government offices, including the Department of Tourism, Department of Foreign Affairs, Department of Justice, Philippine National Police, National Bureau of Investigation, and Bureau of Immigration; and also with other contacts (lawyers, airline personnel, funeral directors, National Crime Agency ex-pat community, etc) (25%)
STAFF SUPERVISION: Line managing 1 A2 colleague. Ensuring that the A2 is continuously motivated and working towards relevant, specific and agreed learning objectives. Includes managing work and attendance in section, assisting them in their work by checking, and ensuring they are following, guidance, sometimes directing performance of a job, writing MTRs and appraisals. Representing the Consular Team on new staff induction courses. (10%)
CRISIS: Supporting the Consul on crisis planning and tests of Embassy crisis plan. (5%)
PREVENTION: Leading on specific Prevention Activities in Philippines and ensuring consistency with regional prevention objectives (5%)
NOTARIAL SERVICE: Conducting same sex marriages and citizenship ceremonies in absence of Consul. Approving sign off from daily till receipts taken at the counter. (5%)
- Experience of a similar role in another Embassy, NGO or international organisation
- Excellent interpersonal and communication skills
- Flexible, resilient under pressure and decisive with a track record of delivering results
- Willingness to travel across the Philippines and internationally as needed
- Good time management and prioritisation skills
- Excellent English language skills both written and spoken
- Personal drive and ability to be a self-starter as well as a team player
- Knowledge of local languages an advantage
- Proficient in MS Office applications
- Willingness to work additional hours as necessary, sometimes unsociable hours and conditions during a crisis
