Main purpose of job:

You will provide technical education expertise on policy and programmatic work across the British High Commission Islamabad, work as part of a programme team implementing a large scale education investment (Girls and Out of school children: Action for Learnng – GOAL) in quality learning for children, and support centrally managed programmes and policy work to benefit the quality of education in Pakistan.  You will understand the Pakistan education context and bring your experience, expertise and networks to benefit the education systems to improve in quality.  You will also be flexible and pragmatic in providing support as required to the GOAL team, Education Team Leader, Health and Education Group Head, Development Director and High Commissioner.

Contribute to Education policy dialogue in Pakistan

•    As a representative of the British High Commission, you will have provide technical input to influence and deliver the UK’s strategic priorities in education in Pakistan, for example; the potential for educational technology in Pakistan, how to focus attention on foundational learning, working with colleagues from the Department for International Trade to understand the opportunities this may present for UK trade and investment.
•    You will contribute to the education policy dialogue beyond the Education Sector, seeking opportunities to make 12 years of quality education everyone’s issue. 
•    You will be part of a vibrant education development partner community engaging with government stakeholders via the National Education Development Partner Group (NEDPG) and Local Education Group (LEG) in KP and Punjab and other channels, and proactively consulting and networking with other key development partners including UNICEF, World Bank, USAID, ADB, GIZ and local NGOs to ensure co-ordination and coherence of programming and policy influencing.

Technical lead as part of a programme team to deliver BHC Islamabad’s future education programme. 

•    Lead technical education inputs as part of a strong and effective team delivering the education programme GOAL in KP and Punjab to achieve greater learning for more students.
•    Build strong relationships with key educational counterparts in both KP and Punjab 
•    Be an active and vital part of an effective implementation team (programme managers and other sector advisers) to implement this programme and ensure excellence in education delivery.
•    Facilitate independent reviews of the programme to assess progress towards outcomes and outputs, develop recommendations and ensure timely action. 

Provide technical input to the wider education portfolio developed by the British High Commission, and centrally managed programmes operating in Pakistan.

Pakistan has had one of the largest bilateral education portfolios for the UK, with programmes at provincial level and with the Federal government (DARE). You will have the exciting opportunity to also provide technical input to the programme currently being implemented – DARE - as well as a number of centrally managed programmes either currently being implemented (the Girls’ Education Challenge) or in the pipeline in Pakistan.  You will share your Pakistan Education experience and knowledge widely across the FCDO Education network and be an active part of the small Education cadre within the British High Commission Islamabad.

The assessment for this role will include a full FCDO Education Adviser assessment against the following competencies:

Education Technical Expertise who can demonstrate knowledge of and experience in: 
i)    Education Policy including supporting education policy analysis and development through monitoring education trends especially among the poorest and providing recommendations; technical knowledge in key areas such as girls education, education financing, improving learning outcomes, teacher professional development, inclusive education.
ii)    Education systems particularly in developing country contexts and including understanding of smart investments for improving learning outcomes that maximise VfM

iii)    Global Education Systems and experience of priorities and operating procedures of key global development partners including UNICEF, World Bank, EU and Global Partnership in Education.
