The British Consulate-General in San Francisco is seeking a highly motivated Vice Consul for prosperity and the economy, to lead on trade policy including innovation and technology for the UK Consulate-General in San Francisco. The jobholder will work closely with the Consul General, the Head of the Department for International Trade in San Francisco, Science and Innovation team, and San Francisco’s political and public diplomacy team to develop opportunities for UK-US economic growth, understanding of the broader technology policy across the US.

 

The British Consulate-General in San Francisco is the United Kingdom’s diplomatic mission responsible for parts of the West and the Pacific Northwest (Northern California, Oregon, Washington State, Alaska, Montana, Idaho and Wyoming) US.

 

The jobholder reports to the Consul General. At present confirmed funding for the position runs to end-March 2017, but we envisage this role to be multi-year through the life of the overall Prosperity Fund.

 

Duties and Responsibilities:

  • Lead on technology policy initiatives across the West and   Pacific Northwest including articulating UK policies to the   Silicon Valley and Seattle-based technology companies, media and influencers,   building and maintaining a wide network to provide useful and timely insights   from Silicon Valley.
  • Increase understanding of technology   companies to ensure the UK’s approach is joined-up and considered going   forward.
  • Forge relationships with trade   association and technology networks that influence policy and industry   players while also contributing to the perspective that the UK is a trading   partner and investment location for tech.
  • Design and deliver projects and events   to support closer UK-US collaboration on technology policy and technology developments   related to the Prosperity Fund.
  • Head daily proseprity work including trade policy (technology such as sharing economy, and some focus on innovation); digital economy; labour market/minimum wage policy; and higher education.
  • Identify and develop relationships with policy experts who can enrich the UK’s understanding of US economic and technology developments.
  • Produce high quality and timely economic and technology policy analysis and reports for key stakeholders in the British Embassy in Washington, UK Government Ministries in London and for the benefit of UK companies.
  • The successful candidate will be a self-starter with excellent networking skills, capable of engaging credibly with entrepreneurs, tech executives and senior influencers in a way that achieves impact and changes minds; projecting a positive, confident image of the UK.
  • Ability to think strategically and   creatively, prioritising rigorously, influencing effectively and delivering at pace, with the resilience to work autonomously across a broad portfolio.

 

  • Bachelors’ degree minimum;
  • A minimum of 3-5 years relevant work experience
  • Demonstrated interest in economic matters across the Western USA;
  • Strong networking skills and ability to capably discuss technology, economics and trade with external clients;
  • Strong oral/written communication skills;
  • Strong research skills;
  • Attention to detail and ability to draft, edit and proofread;
  • Ability to follow through on assigned tasks with limited supervision;
  • Knowledge of Microsoft Office suite
  • Positive and flexible attitude, including willingness to travel in the West and Pacific Northwest and occasionally to the UK.

 

Under US State Department requirements, the Embassy Network may only employ, as non-diplomatic staff, persons who are US citizens, US Green Card holders or A or NATO visa holders with EAD cards*. The target salary for this position is $56,888 annualized. Salary will be confirmed upon offer of employment. Individuals who are Green Card holders, UK/US dual citizens, and non US taxpaying citizens will be paid a net salary based on a simulated US tax status.
