The British Embassy in Washington, DC is seeking a dynamic Policy Advisor to join the Energy & Environment Team in the Global And Economic Policy Group. This position is based at the British Consulate-General in San Francisco. The Team provides strategic advice to the UK government across the full range of US energy and environmental issues, and works to increase UK-US collaboration on these issues. We support UK domestic and international objectives by promoting energy security and the transition to a low carbon global economy. 

 

The successful candidate will have a strong understanding of US climate and energy policy, including at a Federal and State level, and at least some knowledge of UK policies and structures. S/he will be a credible interlocutor with contacts in the US, specifically businesses, investors, state-level governments, non-governmental organizations, and have ideas for how to develop and foster UK-US collaboration on this agenda. The successful candidate will be a vital part of a small team with other members based in DC and Houston and will lead on a number of specific issues.

 

Duties and Responsibilities:

  • Analyze US domestic energy, climate change and low carbon policies and developments with a particular (but not exclusive) focus on the Western US.
  • Provide regular high-quality reporting (written and oral) on US developments to inform UK policy and contribute proactively to policy discussions.
  • Design and deliver projects and events to support closer UK-US collaboration on energy and low-carbon developments.
  • Advocate British interests with a range of key US interlocutors to promote UK priorities and policy interests.
  • Take responsibility for structuring and delivering visits to the US by UK Ministers and senior officials.
  • Develop and maintain high-level contacts within government, industry, and the NGO community to support all of the above duties and responsibilities.
  • Develop close networks with colleagues in British Consulates across the Western USA to provide clear direction that enables others to monitor climate and energy developments and deliver relevant projects.

 

  • A strong background in low carbon and energy policy is essential.
  • Minimum of a Bachelor’s Degree required; Master’s Degree desirable. Economic, policy, or environmental focus preferred.
  • At least 3-5 years of relevant experience in the US is essential, as are connections to relevant stakeholders.
  • Must be able to represent the UK at external meetings and win the confidence of senior US and UK officials and other stakeholders.
  • Must have excellent written and verbal communication skills – including the ability to explain complex issues to diverse audiences.
  • The post holder will be working in San Francisco as part of a cross-US team. This will demand the ability to work independently and be pro-active but make strong connections to team members across sites.
  • Excellent organizational and interpersonal skills, flexibility in a team setting, an enthusiastic approach and good judgement are essential. Project management experience is a plus.
  • Knowledge of UK policy strengths and priorities a strong plus.
  • Willingness to travel.

The salary for this position is $65,416 annualized. Actual salary will be confirmed upon offer of employment. Individuals who are not US taxpaying citizens will be paid a net salary based on a simulated US tax status.
