The British Embassy in Bosnia-Herzegovina is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a full-time Project Manager – Governance.

Main purpose of job:

Working as part of the Policy and Programme Team, leading projects and providing policy advice on governance issues with a focus on public sector reform. Working closely within the Embassy and with implementing partners to design and deliver activity that supports the wider political objectives of the British Embassy in Sarajevo.

Roles and responsibilities:

Project Management

  • Work with the Embassy and UK programme teams to design and develop projects related to good governance in Bosnia-Herzegovina. To include projects in areas such as supporting digital transformation of the public sector, wider public administration reform, and other key sectors areas as energy, anti-corruption and transparency and accountability which contribute towards the UK’s objectives to supporting reform in Bosnia-Herzegovina.
  • Manage a portfolio of projects under these themes, monitoring project results, risks and finances and ensuring effective delivery of projects within agreed duration and budget.
  • Develop strong working relationships with project implementers, beneficiaries, and other donor organisations/relevant stakeholders to ensure projects are well-targeted and achieving desired results. Develop and maintain appropriate methods of donor co-ordination in sectors covered by project work.
  • Manage the preparation of project documentation and maintenance of relevant project files and provide accurate and timely reporting on projects.
  • Provide technical advice and guidance on financial, reporting and procurement procedures to Project Implementers in support of project implementation.
  • Organise official visits and plan, organise and manage events related to projects, in coordination with the Embassy Comms Team.
  • As UK project funding is highly flexible and adaptive, the jobholder will be expected to adapt quickly and take on new areas of work as required.

 

Policy advice

  • Research, report and provide policy advice to the British Ambassador, Embassy colleagues and staff in the UK on key themes relating to the projects managed, including but not be limited to public administration reform, digital transformation, energy reform, business environment, and other key areas of governance reform.
  • Coordinate approaches to governance reform with other British Embassy teams in the region, including around political economy analysis and theories of change, and provide policy advice that contributes to wider development of UK programmes in the Western Balkans.
  • Verbal and written fluency in English and in Bosnian/Serbian/Croatian;
  • Governance policy experience, preferably from or with Bosnia-Herzegovina public sector or international organisations;
  • Project and programme management experience, preferably from or with Bosnia-Herzegovina public sector or international organisations;
  • Experience in providing policy advice in the fields of governance and public sector reform;
  • Excellent problem solving skills;
  • Excellent interpersonal skills and ability to network and work collaboratively with others;
  • Ability to think creatively and take a proactive role in achieving team objectives;
  • Strong written and verbal communication skills;
  • Flexibility and ability to learn quickly;
  • Intermediate skills with MS Word and Excel.
  • Strong understanding of Bosnia-Herzegovina political and governmental landscape and experience of working with various levels (State, Entity, local);
  • Clean driving licence.

This is a full-time position of 5 working days, 41 hours per week.

The position is offered initially for one year with a possible extension for another year upon successful completion of three month probation period and subject to the availability of funding.

British Embassy Sarajevo supports flexible working options including working from home for part of the working week, and there is some flexibility in working hours.

British Embassy Sarajevo  will provide opportunities for learning and development, including dedicated courses on project and programme management, financial management, monitoring and evaluation and other project management skills, and opportunities to network and learn from others performing similar roles elsewhere in the region.

The successful candidate will be subject to professional background and security clearance and must have pre-existing work authorisation for Bosnia-Herzegovina in order to apply.

The successful candidate will be hired under the Terms and Conditions of British Embassy Sarajevo and social contributions will be paid accordingly.

The monthly salary for this position is 4.203 BAM gross per month. In addition, members of staff receive a meal allowance and transport allowance as per Terms & Conditions.

Staff members recruited locally by the British Embassy in Bosnia-Herzegovina are subject to Terms and Conditions of Service according to local Bosnia-Herzegovina employment law
