Main purpose of job:


The main responsibility of this job is to provide an efficient procurement process for the Embassy delivering value for money and compliance with procurement guidelines as well as manage small to mid value contracts, ensuring that services are delivered in line with contractual obligations.  They will also support the Deputy Head of Corporate Services on local budget matters, liaising with budget holders, forecasting/analysing spend and providing key input to monthly reports.


Roles and responsibilities / what will the jobholder be expected to achieve?

 Procurement 50%

- Acting as main Point of Contact for all procurement enquiries; securing quote from the UK and elsewhere in line with procurement best practice;

- Regular liaison with the Regional Procurement Hub in New Delhi;

- Market testing of suppliers and regularly looking for opportunities to consolidate spend and increase efficiency to achieve better value for money;

- Ensure all procurement meets legal and internal audit requirements.

Contract Management 25%:

- Day-to-day management of low value contracts up to £25k;

- Assisting the Deputy Heads of Corporate Services (DHCS) on higher value contract management;

- Reviewing existing contracts, and scrutinising supplier performance to ensure service levels are met and effective renegotiation of terms;

- Engage with suppliers and internal customers regularly. Build effective relationships to ensure contractual obligations and the needs of customers are met.

- Escalate any issues that cannot be resolved through effective negotiation to the DHCS.

 Finance 25%:

- Forecasting and analysing spend through Oracle based applications.

- Working with budget holders to ensure accurate forecasting and spend throughout the financial year.

- Regular liaison with the regional finance hub in Delhi.


  • Essential on arrival: 3+ year experience of customer service, procurement and finance.
  • Good drafting skills in Dari and English with ability of translation in both the languages
  • Good computer literacy and using Microsoft office in regard of word, excel, outlook etc
  • Experience of working in a team; good understanding of procurement work; understanding of budgets
  • CIPS qualification, experience in contract management, knowledge of Oracle based budgeting tools

SALARY PACKAGE

 

The Local Staff Terms & Conditions for staff working in the British embassy will apply.

 

For external candidates, salary will be $2,606.10 (Gross) per month with $100 transport and $125 medical allowances.
