To manage and administer the Australia New Zealand (ANZ) network Prosperity Funds (PF) Programmes. Also, to work with the ANZ Network Trade Policy leads, relevant BHC Teams and implementers to ensure projects are administered in line with HMG requirements.
In November 2015, the UK Government announced the creation of a new cross-Whitehall Prosperity Fund, aimed at supporting the conditions for global and UK economic growth. A small part of the Fund will be used to support programme activity in non-ODA countries, including Australia and New Zealand (ANZ). This is a high profile fund and it is essential that it is used to fund good high quality programmes and projects, that stand up to scrutiny in terms of impact and value for money.
The jobholder will be responsible for the day-to-day management and oversight of the ANZ Prosperity Fund, including budgeting, forecasting and relevant reporting, supporting the successful delivery of ANZ’s non-ODA programme for 2018-20.
Key Activities:
Day-to-day oversight and administration of the Prosperity Fund Programme for FY2018-20
- Work with Trade Policy Officers to ensure coherence of the overall programme in compliance with FCO guidance (including procurement rules)
- Follow sound financial management processes and prepare contracts, purchase orders and invoices for payment in conjunction with the Corporate Services Team and the Financial Management Teams in Manila and in London
- Budget forecasting, profiling and management, based on input from lead Policy Officers
- Ensure all the Prosperity Fund allocation is spent within the financial year in line with central guidance
- Develop an understanding of UK trade policy and identify potential areas where trade policy projects are desirable. Work with project leads to implement these ideas.
- Build and maintain relationships with project implementers.
- Other work related to the PPF as appropriate, or the wider BHC, to be discussed and agreed as necessary (5% max)
Reporting and evaluation
- Working with policy leads on capturing related successes for PF programmes in order to provide financial reports, post programme progress reports and project evaluation reports to UK stakeholders in London (FCO) on a regular basis.
- Project/programme management experience
- Ability to undertake financial/budget management in constantly evolving circumstances
- Ability to write clearly for range of audiences in varying degrees of detail
- Knowledge of, or an interest in, the UK's trade policy and priorities
- Knowledge of UK commercial priorities in ANZ
- Knowledge of UK government
Salary is up to $59,737 per annum (paid monthly) dependent on qualifications and experience, plus up to 5% superannuation subsidy on a $ for $ basis. The role offers great learning and development opportunities, through formal training, on-the-job learning and taking on new challenges.
Appointment is subject to achieving a clean New Zealand Police records search and UK security clearance.
Appointment is subject to a 90 day trial period pursuant to section 67A of the Employment Relations Act 2000.
