In November 2015 the UK Government announced a £1.3bn Prosperity Fund over the next 5 years to promote the economic reform and development needed for growth in partner countries. Priorities will include improving the business climate, competitiveness and operation of markets, energy and financial sector reform. As well as contributing to a reduction in poverty in recipient countries, we expect these reforms to create opportunities for international business including UK companies.

The China portfolio, if approved, will consist of a number of sector-focused programmes.  One of these is the China Health and Life Sciences Programme, recently approved at outline strategic business case stage.  This will focus on China’s healthcare priorities and the UK’s policy and commercial expertise in (1) Primary and Elderly Care; (2) Life Science Policy. Its strategic aim is to deliver a better functioning healthcare system in China which will increase save lives and expand patient access to medicines, enabling people to live better quality, longer and more economically productive lives. This will in turn open up market opportunities, which UK business are perfectly placed to compete for, including training to develop the primary care market, promoting digital healthcare solutions and commercialising innovative therapies.

The project manager will play a supporting role in managing and delivering existing project of China Health and Life Sciences programme strand to maximizing its impacts.  S/he will be responsible for stakeholder management (UK and Chinese private sector, Chinese government, think-tanks and academics) to engage and support the programme and enhance the impact of the programme, and provide support in developing the business case in partnership with the Health Policy Team.  As such the successful candidate will need to demonstrate strong budget management, communicating, collaborating and influencing skills, particularly with external stakeholders but also with a range of international stakeholders.

To deliver an impactful Health and Life Sciences Programme, you will work in collaboration with:

  • Embassy colleagues in the Health and Social Care team, DIT, Science and Innovation Network (SIN), UK Research and Innovation (UKRI) and DFID;
  • Department of Health, Foreign and Commonwealth Office (FCO) and DFID in London;
  • Relevant Chinese ministries, think-tanks and universities;
  • International Organisations such as the World Bank and World Health Organisation, Gates Foundation;
  • The UK healthcare and life sciences industry.

The successful candidate will have experience of working in a programme environment with a working knowledge of project designing, budget management, monitoring, evaluating and programme reporting.

Support the design of the China ‘Improving Health Outcomes’ programme

The job holder will work with the Health Policy team in developing and drafting the business case. This will include helping to refine the potential delivery models for the programme and building the evidence base for the strategic case. S/he will play a supporting role in identifying and undertaking discreet scoping activities (including using non-ODA funds), which help develop the business case. This will involve identifying and commissioning external providers to deliver this work.

Support programme delivery and management of suppliers and contracts

Designing and implementing quality projects which deliver high impact and value for money against prosperity criteria.  This will include supporting procurement of external suppliers to implement various strands of the programme and management of external suppliers and contracts, liaising with the Prosperity Fund Central Team ensuring that budgets are well-managed, performance is maintained and projects monitored and evaluated over the lifetime of the programme.

Policy support for the Health programme

The job holder will be expected to provide policy, sector and strategic advice, direction and input into the design and development of the overall programme to ensure programme coherence, alignment with key priorities and achievement of substantive outcomes.  The job holder will also be expected to autonomously lead and develop expertise on certain policy areas to support the team.

Strategic stakeholder engagement and management

The job holder will engage, develop and manage a wide range of internal and external stakeholders, including at a senior level to advance the aims of the Health and Life Sciences Prosperity Fund programme, including UK and Chinese government departments and ministries, research organisations, academia, international business groups and British Embassy policy and programme teams.

  • University graduate
  • Experience of working in a project management role, including designing new projects, setting specific outputs, outcomes and indicators, evaluating and monitoring projects, risk management
  • Excellent budget management skills
  • Experience working with external stakeholders in both commercial sectors and government institutions
  • Excellent IT skills including Microsoft excel and word
  • Strong communications skills
  • Experience of working in the health and social care sector and/or a government or international mission
  • Understanding of UK and/or China health and social care sector

Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
