Who are we? 

The British Embassy in Vienna is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for an Ukraine Energy Attaché.

Main purpose of job? 

The successful candidate will support the Ukraine Resilience and Energy Security (URES) programme, an overseas development assistance (ODA) fund of up to £80 million, designed to strengthen Ukraine’s energy security and drive green transition. The jobholder will be required to engage and embed with key energy actors in Vienna and London. The role will mainly involve working externally with partners but with some desk time at the British Embassy Vienna (bilateral section).

Roles and responsibilities: 

  • Facilitating relationships with International Finance Corporation (World Bank Group) and Energy Community Secretariat in Vienna  
    The jobholder will be required to build close relationships with these organisations to drive forward work the UK is funding with these actors and to ensure their expertise is reflected in the design of UK Technical Assistance targeted at reforms in the Ukrainian energy sector. This work will occupy around 40% of the jobholder’s time.

  • Encourage innovators in Ukraine and beyond to submit their innovations to the InnovateUkraine Challenge Fund, which looks to develop green innovations in Ukraine 
    This will involve working extremely closely with InnovateUkraine guiding applicants through the application progress and with match-making Ukrainian companies with UK companies to submit collaborative bids. Later on in the Challenge Fund’s lifecycle, the jobholder will help socialise innovations with private equity and donor development funds for further investment, and put promising innovations in touch with accelerators.  This work will occupy around 30% of the jobholder’s time.

  • Support BE Kyiv with engagement with Government of Ukraine, specifically the Ministry of Energy, Ministry for Recovery, National Reconstruction Agency, industry regulators, and capital markets authority
    This work will occupy around 20% of the jobholder’s time.

  • Support to BE Vienna Platform 
    Work with BE Vienna to support their work about Ukraine, for example working with the Austrian Ministry of Foreign Affairs and wider Austrian stakeholders. Supplement BE Vienna links to Vienna-based energy actors.  This work will occupy around 10% of the jobholder’s time.

Essential: Candidates should be comfortable taking the initiative and being a self-starter. They will need to be able to represent the UK government with external stakeholders and drive strong cooperation. Candidates should posses in-depth understanding the Ukrainian energy sector, barriers to investment in the sector, familiarity with some of the major innovations in the global energy industry.

Essential on arrival:

  • Fluent written and spoken Ukrainian and English  (C1 level according to the Common European Framework of Reference for Languages);
  • A minimum of 2+ years of experience working for an organisation in a relevant field relating to climate and energy, international organisations, embassies, business or commercial sector;
  • BA degree (preferably in climate and energy / business / economy / policy / international relations);
  • Proven understanding of Ukraine’s energy sector;
  • Ability to engage confidently with stakeholders and colleagues ;
  • Excellent written and spoken communication;
  • Strong organisational skills, including attention to detail;
  • Ability to work independently and on own initiative.

Would be an advantage: 

  • Experience in a similar role;
  • Ability to build and maintain networks of contacts;
  • Interest in green transition and decarbonisation;
  • Masters degree -  preferably in climate and energy / business / economy / policy / international relations;
  • Prior experience of work in Think Tank.

This is a full-time (35 hours per week- candidates can have the flexibility to reduce working until a minimum of 80%) fixed term contract for 12 months, with possibility of renewal.  Working hours are flexible and staff are entitled to time-off-in-lieu for extra hours worked. The annual leave entitlement is 25 days per year pro rata increasing to 30 days annually after 5 years of service. The Embassy also enjoys 14 Austrian / UK public holidays per year and we are committed to ensuring a work / life balance.

The successful candidate will be subject to confirmation of a background check and security clearance. It is the applicant’s responsibility to ensure they are legally able to work in Austria. The Embassy is not able to assist with any visa or sponsorship arrangements.

The monthly salary will be € 5326 gross, payable 14 times a year. Please note that UK nationals will receive their salary net, minus the deduction of an equivalent level of Austrian (UK) tax retained at source. Further information on this will be given to candidates during the recruitment process. All other nationals will receive paid their salary minus social insurance deductions and are expected to comply with Austrian tax obligations through completion of a tax return to the Austrian authorities. 

Staff recruited locally by the British Embassy are subject to terms and conditions service according to Austrian employment law.

Visa / Passport requirements: Candidates must currently hold the independent right to live and work in Austria and be prepared to ensure that right remains throughout the scope of the contract. There may be an option to move to Kyiv in 2025. However, this is not certain and will be subject to a number of external factors. In all cases, the jobholder will continue to have the option to stay working in Vienna to the end of the advertised period.
