The British Embassy in Tallinn is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking to recruit a Baltic Regional Energy and Climate Officer.

Main purpose of job:

The job holder will work with UK Embassies in Riga, Tallinn and Vilnius to promote UK interests in the Baltic region’s government energy and climate policies. Working closely with a senior energy and climate adviser in Olso, the job holder will work from one of our Baltic Embassies to help deliver plans for greater UK engagement on climate and energy issues. In addition to this, the job holder will provide targeted support to political officers covering climate in our embassies in Riga, Tallinn and Vilnius by providing a regional overview, further resilience and project support.

 

Your priorities will include:

  • Working with the Regional Energy and Climate Adviser and political/climate officers in our three embassies to continue to raise ambition in long-term emissions targets beyond COP27;
  • embedding climate and energy within our bilateral relations;
  • coordinating regional work on energy policy, with a particular focus on energy security in the light of current geopolitical developments;
  • and help to shape the region’s direction of travel on climate and energy issues by identifying and effectively targeting opportunities to engage and influence, including through offering ideas on media and project work.

 

You will be required to report regularly to FCDO and other lead departments in the UK with up-to-date information and insights on country-specific and regional positions. Whilst you will be based in either Riga, Tallinn or Vilnius, you will be expected to travel to the other posts in the region on a regular basis.

 

You will develop a diverse range of stakeholders, both with officials in the region and in the NGO and expert communities, forging strong relationships which allow you and your network to influence and advise on policy development and negotiations. The policy context on climate and energy is constantly evolving, and your exact responsibilities may change over time depending on the wider context.


Roles and responsibilities:

Regional coordination: To work with the senior Energy and Climate Adviser based in Oslo on strategic planning and coordinate engagements in the Baltic countries to deliver measurable progress in climate and energy policy alignment in the region. To project UK leadership and policy thinking on climate and energy through delivering events, generating media ideas, managing projects and other interventions which add value to and shape the approach of Baltic partners on climate and energy. To secure efficient communication and a productive working environment between Baltic posts and headquarters in the UK.

Regional reporting: Supported by Country based and UK based colleagues, to coordinate reporting and produce timely, well-written and policy-relevant updates, meeting reports, and similar products on climate and energy developments in the region.  Respond to and predict reporting requests from HQ.

Networking: To build and maintain a network of regional stakeholders in the climate and energy spheres, including with think tankers, experts and academics, which delivers effective influence on policymakers. To ensure close cooperation and engagement with government partners through regular contact and lobbying, in coordination with bilateral leads at post. Travel within the region will be required, with the need for a visiting presence in each of the Baltic countries.

Corporate: To act as a self-starting and inclusive team player, ensuring genuine adherence to FCDO values, especially behaviours that demonstrate respect, resilience, honesty and integrity.

  • Full professional fluency in English and Estonian (C1 level CEFR framework*)
  • Knowledge of climate and energy policy issues
  • Outstanding organisational skills
  • Experience of working collaboratively with a wide range of stakeholders
  • Ability to draft policy and programme reports 
  • Programme management skills
  • Awareness of political situation in the Baltic countries, especially concerning climate and energy policies

This is a full-time (35/per week), fixed-term position and until the end of 2024 fiscal year. 

The annual leave entitlement is 20 working days per year pro rata and the Embassy enjoys an average of 14 public holidays per year.

 

The successful candidate will be subject to confirmation of a background check and security clearance.
