Public Diplomacy

Main purpose of job:

The Public Diplomacy & GREAT Campaign Officer will drive forward several strands of the Embassy’s public diplomacy strategy working to promote the UK in Colombia. They will lead the soft power programmes including the GREAT campaign, the Chevening Award, the International Leaders Programme and the Embassy Outreach Strategy, promoting the UK as a leader in different sectors in Colombia. The role will thus create opportunities for the UK in Colombia, across all the range of embassy priorities. The successful candidate will create and maintain relationships and various engagements both with internal and external stakeholders. 

Roles and responsibilities / what will the jobholder be expected to achieve?:

The role comprises of four main areas:

  1. Manage the Embassy’s public diplomacy programmes including the GREAT campaign, working with partners to develop a regular programme of dynamic events to promote the UK Government’s offer in Colombia.
  2. Manage the Chevening Scholarship Award; delivering successful programme management of the entire candidate selection process, marketing and promotion; including engagement with key stakeholders.
  3. As a proactive member of staff, seek opportunities to deliver the Embassy’s soft power strategy, creating strategic engagements to deliver the UK’s work in Colombia.
  4. Work with the wider Political Team, the Press and Public Affairs Team and Senior Management Team of the Embassy, to deliver projects and opportunities to highlight UK interests and work in Colombia.

Main responsibilities and activities:

Public Diplomacy (40%)

  • Lead the general management, coordination and implementation of public diplomacy programmes achieving effective value for money and leverage opportunities for the Embassy and the UK (e.g. ILP and alumni community).
  • Proactively seek information and opportunities to influence and promote British soft power in Colombia. Make use of the GREAT Brand in country to support policy objectives.
  • Manage public diplomacy programme funds to achieve value for money and deliver post objectives.
  • Maintain excellent relationship with Embassy key stakeholders and promote successful relationships with Embassy contacts.
  • Demonstrate effective project management skills to deliver adequate programming, event coordination and optimisation of resources.
  • Effectively communicate public diplomacy campaigns to support wider Embassy’s policy objectives.  
  • Serve as the main point of contact with the British Council and all cultural, educational and sports activities.
  • Being a proactive member of the Embassy to liaise with British Council and all Embassy and sections.

Chevening Award (35%)

  • Manage the Colombia Chevening Scholarship Programme, including its brand and stakeholders effectively delivering the selection process.
  • Serve as academic liaison to increase opportunities, brand recognition and build profile in Colombia. Support an inclusive and diverse programme of students and alumni.
  • Lead and oversee communications and marketing opportunities to increase participation and secure of sponsorship opportunities.
  • Manage overall financial and staff resources.

GREAT Campaign (15%)

  • Seek opportunities and deliver high-quality events to promote the GREAT Campaign in Colombia in conjunction with the Press and Public Affairs Team and other wider embassy teams.
  • Manage the GREAT Challenge Fund to effectively administer funding, branding and communications.
  • Monitor and evaluate all projects from the GREAT Challenge Fund.

Support Political Counsellor (10%)

  • Build links across the Embassy (including British Council) to make use of good communication and cross-embassy work to deliver key soft power and public diplomacy policy objectives.
  • Support the Political Counsellor to deliver policy objectives, strategic communications and awareness of current affairs.
  • Manage Public Diplomacy team, support their Learning and development and support the wider Political Section when required.

Resources managed (staff and expenditure):

  • Manage 1 -2 junior staff members (depending of peak seasons).
  • Manage Programme Fund with a yearly budget of £500,000.
  • Manage Special Projects between £20,000-£100,000.

Essential on arrival:  

  • Excellent project management skills.
  • Good interpersonal abilities, press and communication knowledge.
  • Excellent spoken and written communication and written English / Spanish.

Desirable:

  • Protocol and International affairs knowledge.
  • UK culture and educational structure knowledge.
  • Communication and design software management.
  • Public speaking experience.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount. 

Learning and development opportunities:

  • Candidate will have access to mentoring and job shadowing, as well as the opportunity to work on cross-embassy teams or projects.
  • Scope for participation in learning opportunities provided by the L&D committee and / or wider Foreign Commonwealth Development Office (FCDO).

Working patterns:

Embassy working hours are 8:30 to 5:00 pm Monday to Thursday, and 8:30 to 1:30 pm on Fridays. Some flexibility of working hours may be allowed and required.

Job holder may be required to work evenings and weekends on occasions an peak seasons. Travel at short notice might be required also.
