Estates

Main purpose of job:     

Responsible for the day to day operation, budget management and planning for TWG.  Management of a vast team of technical staff at times number in excess of 200 staff. Key liaison point between the workforce and UKB staff. Ensuring issues and actions and actions are accurately recorded and resolved, projects remain on time and budgets and performance reports are produced.  Ensure that financial information is accurately maintained and costs are recovered from OGS’s/PAG’s and projects.  Ensure all UK Health and Safety standards are met and maintained across the Office and Residential Estates (NEBOSH trained).  Supervise the stores staff and inventories (over £500,000 per year). 

Roles and responsibilities:     

Budget Holder and TWG Budget/Project Manager

Managing parts of the local budget of around £1million and responsible for expenditure from other budget of upwards of £1.5million. Compiling bids for funds and monitoring expenditure against budgets on a monthly basis. Project planning, Horizons scanning, implementation, analysis of manpower requirement, evaluation and expenditure for ESD approved projects. Drawing up project proposals and programme plans for the whole year for senior sign off. Coordination and Oversight of casual staff payroll, ensuring recovery of costs from OGD’s/PAG’s and projects.

TWG/Estates Management

In charge of an independent office (TWG), as the Head of Estates sits at a different site. Line management responsibilities of 8 x Team Managers i.e. M&E Supervisor , B&C Supervisor, Plant room Supervisor, Horticulturist/Deputy Health & Fire Safety Manager, Procurement Manager, Helpdesk Manager and PPM Coordinator and Stores manager. Countersigning officer for 96 team members. Management of the Estates/TWG offices and workshops, ensuring resources are in place and support is provided to facilitate the smooth running of all Estates services (including logistics to support posts Crisis management plans). Identify problem areas, research, analyse and recommend solutions. Oversight of data entry into Pyramid.  Key liaison with local government planning and regulatory departments (CDA, WASA & WAPDA).

Health and Safety Management

Ensure working practices are safe and comply with legislation/FCO standards. Carry out risk assessments consider hazards/risks and suggest improvements. Outline safe systems of work and operational procedures. Carry out Display Screen Assessments and identify and implement and remedial action. Carry out regular site inspections to check policies and procedures are being properly implemented. Prepare health and safety strategies, Emergency Plans and develop internal policies. Deliver training and briefings to all levels and departments within the BHC  on H&S/First Aid.  Identify health and safety issues and risks and ensure senior management are aware and rectify. Record and investigate incidents and accidents and to take necessary actions. Ensure equipment is installed safely, Hazardous substances are properly stored, used and disposed off, e.g. chemicals used in plant rooms; advise on a range of specialist areas, e.g. fire regulations, hazardous substances, noise, safeguarding machinery and occupational diseases.

Other duties and responsibilities

Duty officer for emergency out of hours technical support. 

Performance Management Champion – Delivering regular presentations to BHC staff on performance management

FRO – Delivered talks on BHD and the role of FRO

L&D committee member - Training co-ordinator for TWG/Estates

BIC for TWG/Estates buildings

Logistics Officer for Post Crisis Team.

Other skills / experience / qualifications:

Essential on arrival:     

Proven line management skills

MBA in Accounting and Finance

Have completed CIEH Level 2 & 3 Health and Safety

Desirable:     

NEBOSH Certified in Health /Fire Safety from British Safety Council UK.

Salary Details:

For BHC candidates, the Local BHC Terms & Conditions will apply.

For other than BHC candidates, Basic Salary will be ­­­­­­PKR 217,516 per month.
