Community Liaison

The British Embassy in Serbia is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a part-time Community Liaison Officer to work closely with Post Management for the well-being of all staff at the British Embassy, Belgrade, with the main focus on providing support and advice to UK diplomatic staff and families on family and community issues, principally in the areas of information gathering, networking, health, welfare and communication.

Main Duties and Responsibilities:

Information gathering

  • Gather information for UK officers and their spouses/partners and families, through a network of local contacts (schools, hospitals etc) and knowledge of the local scene. To include information on; children's education (through completion of separate HR School and Nursery Information Sheets of authorised schools in Belgrade); medical facilities/specialists; feedback on adult education; single officer and foreign born spouse/partner issues; recreational facilities; social matters and completion of Diplomatic Service Families Association Spouse and Partner Annual Employment Report.

Welfare at the Embassy

  • Welcoming all staff on posting/temporary duty and accompanying families to ensure as smooth an integration as possible into the life of the Embassy community and help them settle in to life in Belgrade; take new arrivals on initial tour (shops, office, medical facilities, schools etc) and following up to check that the settling in process is working; being a source of referral and support where questions, problems and difficulties arise; providing short Embassy community induction; in certain circumstances, accompanying to doctors/hospital appointments where needed to provide interpretation and/or moral suppost; responsible for medicines kept in stock and for Office medical and travel kits, and organise annual flu vaccinations; helping, with others, to organise the Embassy’s annual Team Day.

Communication

  • Communicating effectively on community and social matters across the Embassy to all staff.

Information Management

  • Manage the Embassy Welcome Pack, CLO homepage on Embassy’s Intranet/SharePoint site, input to update and review of Embassy Post Report and Fact Sheet; completion of annual ECA cost of living return; responsible for issuing and keeping an inventory of the domestic float.

  • Fluency in English and Serbian (both oral and written);
  • Good knowledge of the local scene to help both newly arrived and established staff to navigate e.g. health and education systems, and be able to advise on cultural, travel and shopping facilities;
  • Have, or be in a position quickly to build up, a range of contacts particularly within the education and healthcare systems;
  • Be able to provide advice or offer support on personal issues in a tactful, supportive and discreet manner;
  • Good understanding of the issues faced by staff moving to live overseas.

  • Experience of similar community support roles in other Embassies or international organisations would be helpful.

This is a fixed-term part-time position of 5 working days, 25 gross hours per week.

The salary is gross and subject to payment of all mandatory social security contributions (19.9%) and tax (10%), in line with local regulations.  

In addition to monthly salary, staff receives a meal allowance of €70 per month and transport allowance of 3,836 dinars per month (review each February) as per Terms & Conditions.

The successful candidate will be subject to professional background and security clearance and must have pre-existing work authorization for Serbia in order to apply. All applicants should have a pre-existing legal status to live and work in Serbia. The British Embassy does not facilitate/sponsor visa applications and work permits.

The successful candidate will be hired as a temporary member of staff under the terms and conditions which apply to all locally-engaged staff in employment relationship; tax and social contributions will be paid accordingly.

All contributions are deductable at the source. If for any reason the Employee is required to work for periods longer than the conditioned hours overtime may be paid. Please be informed in accordance with the local Law, part-time staff are subject to overtime only if they work over the conditioned hours for full time staff, therefore, additional hours will be considered as plain time rate and will be payable up to 39h gross per week.

Staff recruited locally by the British Embassy in Serbia are subject to Terms and Conditions of Service according to local Serbian employment law.
